The committee was scheduled to discuss applications for Popeyes, located at 14 Kingsland High Street, London E8 2JP, and The Bike Shed, situated at Arches 456 to 460, 384 Old Street, London, EC1V 9LT. Application for Premises Licence: Popeyes, 14 Kingsland High Street, London E8 2JP

The committee was scheduled to consider an application for a premises licence for Popeyes, submitted by PLK Chicken UK Limited. The application sought authorisation for late-night refreshment from Monday to Sunday, between 23:00 and 01:00 for indoor and outdoor service, and from 01:00 to 03:00 for delivery only. The premises currently do not hold a licence for any activities.

Representations were received from the Environmental Health Authority (Environmental Enforcement) on the grounds of public nuisance. Additionally, five representations were received from local residents on the grounds of prevention of crime and disorder, public safety, prevention of public nuisance, and protection of children from harm. The applicant proposed a series of conditions, which were detailed in the report pack, aimed at promoting the licensing objectives. These included measures such as a CCTV system, an incident/accident book, ensuring no open vessels of alcohol are admitted, and maintaining a 'glass-free' environment in public areas.

Application for Premises Licence: The Bike Shed, Arches 456 to 460, 384 Old Street, London, EC1V 9LT

The committee was also scheduled to review an application for a premises licence for The Bike Shed, submitted by Bike Shed Motorcycle Club Ltd. This application sought authorisation for films, recorded music, late-night refreshment, and the sale of alcohol. The proposed hours for films were Monday to Thursday from 08:00 to 23:00, and Friday and Saturday from 08:00 to 01:00. Recorded music was requested from Monday to Thursday between 08:00 and 23:30, and Friday and Saturday from 08:00 to 01:00. Late-night refreshment was requested for Friday and Saturday from 23:00 to 01:00, and alcohol sales were proposed from Monday to Thursday between 10:00 and 23:30, and Friday and Saturday between 10:00 and 01:00. The premises are located within the Shoreditch Special Policy Area.

The Environmental Health Authority (Environmental Protection) had initially made a representation but subsequently withdrew it based on agreed conditions. One representation was received from local residents on the grounds of the prevention of crime and disorder, public safety, prevention of public nuisance, and the protection of children from harm. The applicant proposed numerous conditions, including the maintenance of a comprehensive CCTV system, the employment of SIA approved door staff when required, a zero-tolerance policy to drugs, and a challenge 25 policy for alcohol sales. Conditions derived from responsible authority representations included requirements for acoustic surveys and the installation of a sound limiting device. The sale of alcohol was to be ancillary to the premises' core function as a motorcycle shop, gallery, and event space, with specific restrictions on sales in certain areas and during pre-booked events.
