The Projects and Procurement Sub-Committee meeting scheduled for 28 January 2026 was set to discuss a range of procurement strategies, project updates, and risk management. City of London Street Homelessness Outreach and Support Service – Stage 1 Procurement Strategy
A significant item on the agenda was the proposed procurement strategy for a new City of London Street Homelessness Outreach and Support Service. This report, presented by the Executive Director of Community and Children's Services and the Chamberlain, sought approval for the strategy and evaluation criteria for selecting a supplier. The contract, estimated at up to £8.3 million over a core term of three years with a potential two-year extension, aims to consolidate existing services and provide a flexible, agile response to street homelessness. The proposed procurement route is the Competitive Flexible Procedure under the Procurement Act 2023, with an evaluation ratio of 55% Quality, 15% Responsible Procurement, and 30% Price. The report highlighted a concerning rise in street homelessness in the City of London over the past five years, with data showing a significant increase in identified and unidentified rough sleepers. The strategy aims to meet statutory duties under the Homelessness Reduction Act 2017 and the Housing Act 1996, and contribute to the Corporate Plan 2024-29.
Commercial, Change & Portfolio Delivery Risk Register Update
The Sub-Committee was scheduled to receive an update on the risk management activities within the Commercial, Change and Portfolio Delivery (CCPD) Division. The report indicated that the division was managing one AMBER Corporate Risk, CR33, concerning the Project portfolio strategic impact and/or financial value.
This risk, currently at an AMBER 12 level, reflects challenges in the successful adoption of the new P3 (Projects, Programmes and Portfolio) Framework and the development of strategic prioritisation tools. Mitigations include collaboration among project managers, finance, and commercial teams, and the ongoing development of a Project Management Academy and portfolio data validation. The report also noted one AMBER Departmental Risk, CHB005, related to Resistance to Transformation and Change (Change Fatigue),
and three service-level risks.
