City of London Street Homelessness Outreach and Support Service – Stage 1 Procurement Strategy

A key item for discussion is the proposed procurement strategy for the City of London Street Homelessness Outreach and Support Service. This service aims to identify and assist rough sleepers within the Square Mile. The report outlines a plan to consolidate three existing services into a single contract with one provider, with an estimated value of up to £8.3 million over a core term of three years, with an option for a two-year extension. The strategy proposes using the Competitive Flexible Procedure under the Procurement Act 2023, with an evaluation criteria ratio of 55% Quality, 15% Responsible Procurement, and 30% Price. The report highlights a significant rise in street homelessness in the City of London over the past five years, with figures showing an increase from 350 individuals in 2020/21 to 878 in 2024/25. The proposed flexible service aims to adapt to changing needs and demands.

Commercial, Change & Portfolio Delivery Risk Register Update

The Sub-Committee will receive an update on the risk management activities within the Commercial, Change and Portfolio Delivery (CCPD) Division. The report indicates that the division is currently managing one AMBER Corporate Risk, CR33, which relates to the Project portfolio strategic impact and/or financial value. This risk remains at an AMBER 12 level, with mitigations focusing on collaboration between project managers, finance, and commercial teams, and the mobilisation of the P3 governance framework. The report notes the recent launch of the P3 framework and ongoing work to develop a Project Management Academy and validate project portfolio data.
