Summary

Surrey County Council has decided to introduce an advisory disabled parking bay outside 18-20 Buckland Road in response to a petition submitted by a local resident. It was also decided that the Council will not immediately introduce traffic calming measures on Crawley Ridge in response to a petition submitted by the headteacher of Crawley Ridge Junior School.

Petition for Parking Changes outside 18-20 Buckland Road, Kingswood

A petition of 223 signatures requesting that the Council introduce a disabled parking bay and 4 time-limited parking bays outside of 18-20 Buckland Road was considered by the meeting.

The petition was submitted by Julie Hutchinson, who works at the shop and post office at that address. In her statement to the meeting, she said:

I've worked at the local store, post office with new 25 years now, so I've gradually watched how the situation with parking has slowly worsened over the years

The petition was submitted to the council because there are a large number of elderly residents who use the shop and post office and are finding it difficult to park close enough to access it.

The Council has said that it will include the request for time-limited parking bays in the next Reigate and Banstead Parking Review, which is currently scheduled to take place in September 2024. However, in the meantime, it will introduce an advisory disabled parking bay, which is expected to be installed towards the end of Summer 2024.

Councillor Furniss committed to visiting the site with Council Officers and the petitioner to discuss the position of the bay:

I think that would be quite helpful, because it's not easy to visualise sitting at the room here, but at least then, the team can actually explain to you what is even our gift, what we can do, particularly around people's driveways, which, as you can imagine, are quite important

Petition for Traffic Calming Measures on Crawley Ridge, Camberley

A petition of 147 signatures requesting that the Council introduce traffic calming measures on Crawley Ridge was considered by the meeting.

The petition was submitted by Sue Knight, Headteacher of Crawley Ridge Junior School, in response to concerns about the speed of traffic on Crawley Ridge, which is used as a cut-through by drivers:

Crawley Ridge runs past an Infant and a Junior school as well as numerous residences and a church. The road is used as a cut through to avoid the Ravenswood roundabout at busy times which leads to cars, vans and trucks travelling quickly through the congestion of school pick up and drop off times.

The road has a history of being a cause for concern for residents, and is included in the Surrey Heath Speed Management Plan. Speed surveys undertaken in June 2022 showed an average speed of 28mph, which is not high enough to justify the introduction of traffic calming measures. This is because, as Ricky, a council officer, explained:

there is so much pressure on, I mean it's one of those things, most schools would like to have speed restrictions and speed limits outside them and it is a very difficult decision as to where they can be put in.

Instead, the council will seek to enforce existing parking restrictions near the school, and will ask local County Councillor Trevor Hogg to consider putting forward a proposal for traffic calming measures to be funded via the Integrated Transport Schemes (ITS) budget as part of the 2025/26 budget round.
