The London Assembly Plenary meeting scheduled for Thursday 29 January 2026 was set to focus primarily on the Mayor of London's draft Consolidated Budget for 2026-27. The Assembly was scheduled to consider the Mayor's proposals, receive responses from the Budget and Performance Committee, and engage in a question and answer session with the Mayor. Additionally, the meeting was to address future Assembly meetings and the date of the next scheduled session.
Declarations of Interests
The meeting was scheduled to begin with the noting of declarations of interests by Assembly Members. This process involves Assembly Members declaring any disclosable pecuniary interests, other relevant interests, and any gifts or hospitality received that could be relevant to the matters being discussed. The report on declarations of interests outlines the recommendations for the Assembly to note the list of offices held by Assembly Members as disclosable pecuniary interests, and to note any declarations made by Members regarding specific agenda items. It also details the advice from the GLA's Monitoring Officer regarding the implications of these declarations for participation in discussions and voting.
Minutes
The Assembly was recommended to confirm the minutes of the London Assembly (Mayor's Question Time) meeting held on 18 December 2025. These minutes, along with appendices containing transcripts of question and answer sessions, were to be signed by the Chair as a correct record.
Draft Consolidated Budget for 2026-27
A significant portion of the meeting was dedicated to the Mayor of London's draft Consolidated Budget for 2026-27. This involved several components:
- Report of the Mayor: The Mayor was scheduled to present his report on the draft Consolidated Budget.
- Response by the London Assembly Budget and Performance Committee: The Budget and Performance Committee was to present its response to the Mayor of London's GLA Group Budget Proposals and Precept 2026-27 Consultation. This response, based on evidence gathered from functional bodies and the Greater London Authority (GLA), was to highlight key issues and offer comments on the Mayor's consultation budget. The Committee's comments specifically related to the Mayor's proposals published for consultation on 11 November 2025, rather than the draft Consolidated Budget itself.
- Questions to the Mayor: Assembly Members were scheduled to put questions to the Mayor concerning the eight sections of the draft Consolidated Budget document.
- Consideration by the London Assembly: The Assembly was under a duty to consider and approve the Mayor's draft Consolidated Budget, with or without amendment. A substantive motion was before the Assembly to approve the draft budget. The process allowed for amendments to be proposed, and if carried, the substantive motion would fall, and the budget would be deemed amended. This was noted as the first stage of a two-stage budget-setting process, with a final decision due at a later meeting.
Future Meetings of the Assembly
The Assembly was recommended to agree to use the Plenary meeting scheduled for 5 March 2026 to hold a question and answer session with invited guests on London's economy, jobs, and growth, and the Mayor's growth plan.

The date of the next scheduled London Assembly Plenary meeting was to be confirmed, with the next meeting set to take place on Thursday 5 February 2026.
