The Licensing Sub-Committee (1) of Westminster Council was scheduled to consider a review of the premises licence for Sadaf Restaurant. The meeting agenda also included standard procedural items.
Review of Sadaf Restaurant Premises Licence
The committee was scheduled to consider a review of the premises licence for Sadaf Restaurant, located at 27 - 29 Westbourne Grove, London, W2 4UA. The application for review was submitted by the Home Office Immigration Enforcement Licensing Compliance Team (IELCT) on 17 November 2025.
The grounds for the review were that the licence holder had allegedly failed to uphold the licensing objective of the prevention of crime and disorder, due to the identification of illegal working at the premises. The agenda documents detailed that an enforcement visit on 16 April 2025 identified one individual working at the premises as an immigration offender. This individual was subsequently served with a removal notice and removed from the UK.
The report indicated that a civil penalty of £45,000 was issued to the premises licence holder, Persian Aroma Ltd, for the illegal working, a penalty which remained unpaid at the time of the agenda's publication. The agenda highlighted that the Home Office Immigration Enforcement team had visited the premises on two previous occasions in December 2023 and September 2024, where consent to enter had been refused by management.
The agenda outlined the potential powers available to the Licensing Sub-Committee in determining the review, which included modifying licence conditions, excluding licensable activities, removing the designated premises supervisor, suspending the licence for up to three months, or revoking the licence entirely.
Representations in support of the review were scheduled to be considered from the Licensing Authority, the Metropolitan Police Service, and KGSML on behalf of residents. The agenda noted that at the time of publication, no submissions had been received from the Premises Licence Holder.
The premises licence, originally granted on 22 November 2005, permits the playing of recorded music, private entertainment, late-night refreshment, and the sale of alcohol. The current licence holder is Persian Aroma Ltd, with Abid Ali Hussein listed as the Designated Premises Supervisor.
The agenda also referenced the City of Westminster Statement of Licensing Policy1 and guidance issued under section 182 of the Licensing Act 20032, which were relevant to the considerations of the committee.
