The Regulatory Committee of Warwickshire Council met on Tuesday 3 February 2026. The committee discussed the proposed diversion of a public footpath in Bidford-on-Avon and approved nominations for councillors to serve on external bodies.
Diversion Order of Public Footpath AL28 & SD23a, Bidford-on-Avon
The committee considered a proposal to divert a section of public footpath AL28 and SD23a in Bidford-on-Avon. The existing footpath, measuring approximately 632 metres, runs through private land, including part of the applicant's garden, and is prone to flooding, making it impassable for significant periods. The proposed diversion would create a new route of approximately 390 metres, with a natural grass surface and a width of two metres, designed to be accessible in all weather conditions.
The applicant requested the diversion to enhance privacy and security. Sonu Copson, Rights of Way Definitive Mapping Officer, presented the case, highlighting that the proposed route would eliminate the need to negotiate a steep embankment and avoid the flooding issues that affect the current path.
However, 29 objections were received. Objectors raised concerns about the increased distance of the diverted route, the loss of a popular circular walk, and the potential detriment to local community well-being and access to the countryside. Some also argued that the issues of flooding and privacy could be addressed through alternative means, such as improved drainage or clearer signage, rather than diverting the path. The Bidford-on-Avon Neighbourhood Development Plan, Policy AM6, which promotes walking and cycling, was cited by objectors as being contravened by the proposal.
Councillor Adrian Warwick commented that the proposed route, while longer for a circular walk, would be substantially more convenient to use
due to its improved accessibility and all-weather suitability. Councillor Keith Kondakor and Councillor Mike Bannister expressed a desire for a site visit to better understand the impact of the flooding and the terrain. The committee unanimously agreed to defer a decision pending a site visit.
Appointments to External Bodies - Update
The committee approved the nomination of Councillor Stephen Shaw to the WMCA Investment Zone Board. Councillor John Waine was nominated to the Warwickshire Corporate Parents Association, and Councillor Dale Bridgewater was nominated to Nicholas Chamberlaine's Trusts, which includes Nicholas Chamberlaine's Hospital and Nicholas Chamberlaine Schools' Foundation. The report noted that membership of these bodies may incur travel costs, which would be met from the current budget for member expenses.
