The West Sub-Area Planning Committee of Cornwall Council met on Monday 02 February 2026 to discuss four planning applications. The committee resolved to grant delegated authority to approve three of these applications, subject to conditions and the signing of legal agreements where necessary. One application was approved with conditions.
Land South of Coronation Cottages, Mabe Burnthouse, Penryn
The committee granted delegated authority to the Chief Planning Officer to approve application PA25/01769 for the erection of 30 dwellings at Land South of Coronation Cottages, Mabe Burnthouse, Penryn. This decision was made subject to the signing of a Deed of Modification, linking the new Section 73 permission to the original Section 106 planning obligation, and subject to the conditions set out in the report. An additional condition was imposed, requiring the remaining eight plots that feature stone, but have not yet been started, to be completed using natural stone in accordance with details to be submitted to and approved in writing by the Local Planning Authority (LPA).
Councillor Thomason-Kenyon, the Electoral Division Member, supported the proposal with the additional condition, noting that the development had previously failed to comply with a condition on the original planning consent. She confirmed that suppliers could provide natural stone materials that would fit with the local vernacular. Councillor Tisdale of Mabe Parish Council also stated that, in view of the recent discussions, they would support the proposal if natural stone was used. Guy Langworthy, speaking in support of the application, responded to questions from the committee.
Land North of the A3071, Castle Horneck, Penzance
Outline planning permission was granted with delegated authority to the Chief Planning Officer for the development of up to 140 dwellings at Land North of the A3071, Castle Horneck, Penzance. This permission is subject to conditions set out within the report, or similar, and the completion of a Section 106 Agreement securing affordable housing in perpetuity and necessary contributions.
Councillor Line, the Electoral Division Member, raised concerns regarding the impact on highways and flood risk, the distance to public transport, and proposed routes for pedestrians and horse riders. She also expressed concern about the additional traffic impact on the A30, noting existing congestion. Councillor Reynolds of Penzance Town Council spoke against the application. Helen Ross spoke in support of the application. Officers responded to members' questions, clarifying that this was an outline permission and that all other matters would be part of the reserved matters stage. They also addressed concerns about access, recreational amenities, courtesy crossings, safe routes to facilities, proximity to schools, and the lack of objection from Historic England.
Porthmeor Farm, Pendeen, Penzance
The committee unanimously resolved to approve application PA25/07441 for the demolition and construction of a self-build replacement dwelling and associated works at Porthmeor Farm, Pendeen, Penzance. The approval is subject to the conditions contained within the report.
Councillor Line, the Electoral Division Member, referred the application to the committee to ensure all issues were considered. She highlighted the iconic nature of the farm buildings and the landscape, as well as the significant historic importance of the ancient iron age site. While appreciating the applicant's intention and supporting housing in general, she expressed concern regarding the impact of the new build as it beds into its environment, but concluded that on balance, the proposal would be an improvement to the existing dwelling. Councillor Heron of Zennor Parish Council spoke against the application, while Alistair Dyer spoke in support. Officers clarified that the existing dwelling was likely built in the mid-twentieth century and that the use of natural materials would be in keeping with the character of the area.
The Annexe, Meadowfield, Trannack Road, Sancreed, Penzance
Delegated authority was granted to the Chief Planning Officer to approve application PA25/08086 for the use of an existing residential building as an independent home at The Annexe, Meadowfield, Trannack Road, Sancreed, Penzance. This approval is subject to conditions including a three-year commencement period, approval of plans, removal of permitted development classes A and E, and a unilateral undertaking to tie the existing and proposed dwellings in the same ownership and restrict occupancy to a local connection in accordance with affordable housing criteria or a key worker.
Councillor Clemens, the Electoral Division Member, supported the proposal subject to conditions, stating that it was an established dwelling that had been there legally with restricted use. He noted that the dwelling had been built to a high standard and was a small one-bedroom home with private parking and a garden. Councillor Bottrell of Sancreed Parish Council and Andrew Golay spoke in support of the application. Officers clarified planning mechanisms for tying a dwelling to a host dwelling and permitting annexe accommodation, noting that conditions could be included to limit its use. The reasons for approval, despite conflict with development plan policies, were due to the lack of a five-year housing land supply, allowing the proposal to make use of an existing building for a local person or key worker.
