Open Council Network is an independent organisation. We report on Hounslow and are not the council. About us
The Hounslow South, Isleworth and Osterley & Spring Grove Area Forum meeting was scheduled to cover a range of local issues, including road safety, enforcement and fly-tipping, and updates from local policing. The meeting also included an open forum for residents to raise questions and concerns.
Road Safety Presentation
Rob Heslop was scheduled to deliver a presentation on road safety. The report pack indicated that this would likely cover current road safety initiatives, any recent incidents or concerns, and potential future measures to improve safety for all road users within the Hounslow South, Isleworth and Osterley & Spring Grove area.
Enforcement and Fly-tipping Presentation
Lorien Kelly was scheduled to provide an update on enforcement activities, with a specific focus on fly-tipping. This presentation was expected to detail the council's approach to tackling illegal waste disposal, including any recent enforcement actions, the use of technology such as CCTV, and strategies for engaging with the community to prevent and report fly-tipping. The report pack also mentioned that vegetation issues and illegal driveway crossings on pavements were being addressed as part of enforcement efforts.
Local Policing Update
The meeting was scheduled to include an update from local policing representatives. This would have provided an overview of crime trends, community safety initiatives, and any specific policing priorities for the Hounslow South, Isleworth and Osterley & Spring Grove area. Residents would have had the opportunity to ask questions regarding local policing matters.
Open Forum for Questions from the Public
A significant portion of the meeting was allocated to an open forum, allowing residents to raise questions and discuss local issues directly with councillors and council officers. The agenda pack highlighted that residents were encouraged to submit questions in advance to ensure a response could be prepared. The forum was intended to be a platform for discussing topical local issues and providing feedback on council services. The report pack noted that individual cases could not be discussed during this forum, but issues raised would be followed up.
Chair's Good News Item and Upcoming Events
Councillor Karen Smith, Chair of the Area Forum, was scheduled to share positive news and information about upcoming events within the local area. This segment was intended to highlight community achievements and inform residents about local activities and initiatives.
Informal Networking Event
Prior to the formal meeting, an informal networking event was scheduled. This provided an opportunity for residents to engage with council officers and local community groups in a marketplace-style setting. Light refreshments were to be available during this period.
The meeting was scheduled to be held at West Thames College on Monday, 2 February 2026. The Area Forum's primary role is to promote the representative and advocacy role of local councillors, serve as a sounding board for community opinion, and help keep the council accountable to local residents. The forum provides an opportunity for residents to input into neighbourhood issues and empowers local councillors to better represent their views. The responsibilities of Area and Ward Forums include organising inspections, considering petitions, monitoring local services, coordinating volunteers, facilitating public discussion, and being consulted on traffic and transport schemes.
The report pack also included guidance on declaring interests for councillors, outlining the procedures for Disclosable Pecuniary Interests (DPIs) and Other Registerable Interests, as well as guidance on predetermination and bias.
