The Planning Committee of Hounslow Council met on Thursday, 5 February 2026, to discuss several planning applications. The meeting was scheduled to cover decisions on four specific sites: Brentford Police Station/Albany Riverside, Frasers Timber Yard, Block B at Brentford Lock West, and 51 Thornbury Road. An addendum report was also to be presented, and any other urgent business would be considered.
Brentford Police Station/Albany Riverside
The committee was scheduled to consider planning application P/2025/2496 for Brentford Police Station/Albany Riverside, Brentford. This application involved variations to an existing planning permission (ref: P/2017/3371) to allow for recent regulatory changes to the Building Safety Act concerning fire safety, an increase in height of two storeys for both blocks, amendments to the Arts/Cultural centre, internal layouts, unit mix, building elevations and facades, a reduction in the basement footprint, and updated landscape proposals. The proposal aimed to enable the delivery of the scheme in response to legislative changes and viability challenges. It was noted that the development would deliver 111 new homes, an uplift of 6 from the consented position, alongside the re-provision of the Arts Centre and public realm improvements. The proposals would deliver 330 homes across two linked sites, including 57 affordable homes on the Police Station site, representing 20% of the overall accommodation by habitable room. The submitted Financial Viability Assessment indicated a deficit, suggesting this represented the maximum reasonable amount of affordable housing that could be provided. The proposal was expected to provide a good standard of accommodation, avoid unacceptable harm to the appearance of the area and the setting of affected heritage assets, and would deliver significant public benefits. It was also noted that the proposal would be highly sustainable, achieving an overall minimum 65% reduction in emissions over Building Regulations Part L compliant baseline. A resolution for approval was recommended, subject to conditions and the completion of a S106 agreement and Stage 2 referral to the GLA.
Frasers Timber Yard, The Ham, Brentford
The committee was scheduled to discuss planning application P/2025/2495 concerning Frasers Timber Yard, The Ham, Brentford. This application proposed the erection of a six-storey building for residential use to create 56 social rented flats, following the demolition of existing buildings. The proposal included associated works such as landscaping, cycle parking, amenity space, and refuse storage. It was noted that this application was being brought back to committee due to substantial amendments and a previous resolution to grant in July 2024 which proved financially undeliverable. The revised scheme proposed a reduction in height to below the Higher Risk Building (HRB) and Health and Safety Executive (HSE) Gateway 2 threshold. The development would deliver 56 social rented homes, comprising 13 one-bedroom, 39 two-bedroom, and 4 three-bedroom flats. The scheme aimed for a 76% carbon emissions reduction over Building Regulations Part L baseline, an Urban Greening Factor (UGF) score of 0.45, and a Biodiversity Net Gain (BNG) of 350%. Objections were raised by the Environment Agency (EA) concerning the absence of an adequate Flood Risk Assessment and a suitable buffer from the watercourse. However, the report indicated that the application was considered acceptable subject to suitably worded planning conditions and the completion of a Section 106 agreement. A referral to the Secretary of State for Housing, Communities and Local Government was also anticipated due to the renewed EA objections.
Block B, Brentford Lock West
The committee was scheduled to consider reserved matters for Block B at Brentford Lock West, Commerce Road, Brentford, pursuant to an outline planning permission granted in 2020. This application sought approval for the layout, appearance, means of access, and landscaping of Block B1 and B2, comprising 124 residential units. All units were proposed to be affordable social rented homes. The proposal included associated works such as cycle parking, refuse storage, communal and private amenity space, and plant and servicing infrastructure. The development was described as car-free, with disabled parking bays on street. The scheme aimed for a 71.4% carbon emissions reduction over Building Regulations Part L baseline and included sustainable drainage measures. The report recommended approval subject to conditions and the completion of a Section 106 agreement.
51 Thornbury Road, Isleworth
Planning application P/2025/0901 for 51 Thornbury Road, Isleworth, was scheduled for discussion. This application sought permission for the erection of a two-storey building to provide seven flats, with associated landscaping, car and cycle parking, and refuse stores, following the demolition of the existing house and garage. The proposal included two family-sized units at ground floor level and aimed for an 80% carbon dioxide emissions reduction against a Building Regulations Part L (2022) baseline. The report indicated that the scheme was considered to be of high design quality, suited to the site and surroundings, and would provide a high standard of residential accommodation. It was considered to relate well to the local character and context. Approval was recommended subject to conditions.
