The application was made by Ruislip Manor Sports and Social Club Limited. The report pack indicated that this application had attracted representations from the Metropolitan Police and the Licensing Authority, both acting as Responsible Authorities under the Licensing Act 2003.
The premises, described as a football clubhouse within the Wealdstone FC sports ground, includes a multi-room building with internal bars, a kitchen, and offices, as well as external trading areas such as a servery and patio. The application sought to grant a new premises licence, which would encompass various licensable activities including the sale of alcohol for consumption on the premises, regulated entertainment (live music, films, indoor sporting events, and dance performances), and late-night refreshment.
The report pack detailed the proposed licensable hours and opening hours for the premises, which included extended hours for certain days and specific occasions, such as evenings when events are scheduled at Wembley Stadium, and additional hours on Sundays preceding bank holidays and other significant dates.
Representations were received from the Metropolitan Police concerning the prevention of crime and disorder, citing concerns about outdoor licensable activities, extended hours for events, the proposed licensable area, conditions, and capacity. The Licensing Authority also made a representation, focusing on the prevention of crime and disorder and the prevention of public nuisance. Their concerns included the adequacy of CCTV provisions, the presence of a Designated Premises Supervisor or Personal Licence Holder, and the management of outdoor trading areas and late-night entertainment, particularly in relation to noise disturbance for nearby residential properties.
The report pack also outlined the existing Premises Licence and Club Premises Certificate held by the Ruislip Manor Sports and Social Club, and sought clarification on the applicant's intentions regarding these existing authorisations should the new licence be granted. The report highlighted that the applicant had proposed a new premises licence application rather than a variation of the existing licence, as the proposed changes were considered substantial.
