The Licensing Sub-Committee is scheduled to consider an application for a new premises licence for Ruislip Manor Sports and Social Club. Application for a Premises Licence: Ruislip Manor Sports and Social Club
The main item scheduled for discussion is an application for a new premises licence for the Ruislip Manor Sports and Social Club, located at Grosvenor Vale, Ruislip, HA4 6JQ. The application has been made by Ruislip Manor Sports and Social Club Limited.
The report pack indicates that representations have been received from two Responsible Authorities
under the Licensing Act 2003: the Metropolitan Police Service and the Licensing Authority itself.
The Metropolitan Police's representation, detailed in Appendix 5 of the public reports pack1, focuses on concerns related to the Prevention of Crime and Disorder
. The Licensing Authority's representation, found in Appendix 62, also cites Prevention of Crime and Disorder
and Prevention of Public Nuisance
as grounds for their concerns.
The report pack outlines the proposed licensable activities and hours for the new licence, which include regulated entertainment, late night refreshment, and the sale of alcohol. These proposed hours are more extensive than those currently permitted under the club's existing Premises Licence and Club Premises Certificate3. The application also seeks to include outdoor areas within the licensable area, which has raised concerns for the Metropolitan Police and the Licensing Authority regarding the management of outdoor activities, extended hours, the size of the licensable area, and the adequacy of proposed conditions.
The report highlights that the applicant has proposed a range of conditions to promote the licensing objectives, including a Challenge 25
policy for alcohol sales, requirements for security staff, and a noise management policy. However, the Licensing Authority has expressed concerns that these measures may not be sufficient, particularly regarding CCTV coverage, the presence of a Designated Premises Supervisor (DPS) or Personal Licence Holder during trading hours, and the management of outdoor areas and potential noise disturbance to nearby residential properties.
The report also notes that the premises currently operates under both a Premises Licence and a Club Premises Certificate, and clarification is sought regarding the applicant's intentions for these existing authorisations should the new licence be granted.
The Licensing Sub-Committee will consider the application, the representations received, and the relevant guidance from the Secretary of State and the Council's own Licensing Policy4 when making its determination. The meeting is scheduled to take place in Committee Room 5 at the Civic Centre, High Street, Uxbridge, UB8 1UW.
