Extension of Environmental Enforcement Services Contract
A key item scheduled for discussion is the potential extension of the contract for environmental enforcement services with Kingdom Services Group Limited1. This service, which began on 5 February 2025, aims to tackle issues such as fly-tipping and littering across the borough. The report pack indicates that the proposed extension is for a further 12 months, commencing from 6 February 2026.
The report suggests that the services provided by Kingdom are intended to be cost-neutral, with income generated from fixed penalty notices (FPNs) covering the costs. Under the current arrangement, 34.5% of the income from FPNs is shared with Kingdom, while the remaining 65.5% is retained by the council. The report notes that during the first eight months of the contract, Kingdom issued approximately 9,000 FPNs for various offences, including observed offences like dropping litter, investigated offences such as fly-tipping, and Duty of Care offences related to business waste management.
The report highlights that litter and fly-tipping are significant concerns for residents, with a 2023 engagement revealing that a high percentage of respondents supported fining individuals for these offences. The extension of the contract is presented as a way to continue delivering on the council's environmental and regulatory enforcement obligations, aligning with the 'A cleaner, low waste Haringey' theme of the Council's Corporate Delivery Plan 2024-2026. This plan includes an activity for Enhanced environmental enforcement, including targeted deployment (Monday – Sunday) of proactive litter & waste enforcement patrols in Town Centres and hot spot locations across the borough.

The report also includes an Equality Impact Assessment (EQIA) which analyses the potential effects of the environmental enforcement services on individuals with protected characteristics under the Equality Act 2010. The EQIA states that enforcement action is taken based on illegal actions and evidence, rather than targeting individuals based on protected characteristics. It also outlines the training provided to enforcement officers, including modules on equality, diversity, safeguarding, and vulnerability. The EQIA notes that while data on protected characteristics is not mandatory for issuing FPNs, the council intends to request more information from the service provider to better understand the impact of these services.
