The Children and Families Overview and Scrutiny Panel was scheduled to receive an update on education sufficiency and school organisation. The meeting was also to consider recommendations that would be presented to the Cabinet.
Education Sufficiency Annual Update
The Panel was scheduled to consider an update on recommendations concerning school organisation and education sufficiency, which were to be presented to the Cabinet on 5 February 2026. The report pack indicated that the Cabinet Member with Responsibility for Education and Special Educational Needs and/or Disabilities, the Strategic Director for Children's Services, the Assistant Director of Education, Early Years, Inclusion and Place Planning, and the Group Manager for Education Sufficiency, Place Planning and School Admissions had been invited to attend. Their role was to provide the Panel with an update and answer any questions.
The report pack highlighted the council's duties under various pieces of legislation. These include the Childcare Act 2006, which places a duty on local authorities to ensure sufficient childcare for working parents, and the Education Act 2011, which mandates English local authorities to provide free early years provision for eligible children. Additionally, the Childcare Act 2016 places a duty on the Secretary of State to ensure the equivalent of 30 hours of free childcare per year for qualifying children.
Worcestershire County Council also has a duty to ensure there are enough school places of good quality for children and young people residing in the county, promoting parental preference and diversity. Furthermore, the council is responsible for securing educational provision for those aged 16 to 18, over 19, and individuals with special educational needs up to the age of 25.
The strategic School Organisation Plan, designed to provide an overview of education place planning, undergoes an annual review. This process ensures the council continues to meet its statutory duties and strategic aims for education provision from ages 0 to 25. The operational direction for this strategy is detailed in three sufficiency reports, which were to be presented to the Cabinet on 5 February 2026:
- The Childcare Sufficiency report.
- The Mainstream school-age Education (including school Sixth Forms) Sufficiency report.
- The SEND Sufficiency report.
These reports are updated annually in the Autumn Term, drawing on data from the October and January Schools' Censuses, the Early Years Census, Known Children data from the NHS, and other sources.
The Panel was asked to consider and comment on the recommendations within the report intended for the Cabinet meeting. They were also to provide comments to the Cabinet Member with Responsibility for Education and Special Educational Needs and/or Disabilities for consideration by the Cabinet. Finally, the Panel was to determine if any further information or scrutiny was required on these topics.
The report pack also noted that parts of the meeting would be held in private, as they were likely to involve the disclosure of exempt information relating to the financial or business affairs of particular individuals or the authority itself. This exclusion was recommended under Section 100(A)(4) of the Local Government Act 1972, with the public interest in maintaining the exemption outweighing the public interest in disclosure.
