The Licensing (Hearing) Sub Committee of the City of London Council was scheduled to consider an application to vary a premises licence for Eadn, located at 2-3 Old Change Court, London, EC4M 8EN. The application sought to amend a condition related to promoted events
at the venue.
Variation of Premises Licence for Eadn
The primary item scheduled for discussion was an application by Eadn Limited to vary the premises licence for Eadn, a late-night bar, restaurant, and lounge. The proposed variation would amend Annex 2, Condition 2 of the existing licence. Currently, the condition states that Promoted events will not be held at the premises.
The application sought to change this to allow promoted events, provided they are notified to the City of London Police at least 14 days in advance, accompanied by a documented risk assessment. A promoted event is defined in the application as one where musical entertainment is provided by individuals other than the licence holder or their employees, and the event is promoted to the general public independently of the licensee.
The report pack indicated that a previous minor variation application with the same objective was refused on 11 December 2025, following representations from the City of London Police and two local businesses. These representations raised concerns that granting the variation could lead to increased crime and disorder, and public nuisance. The report noted ongoing discussions between the applicant and the City of London Police, but no resolution had been reached prior to this hearing.
The report outlined the licensing objectives that the sub-committee must consider: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. It also referenced the City of London Corporation's Statement of Licensing Policy1 and statutory guidance issued under the Licensing Act 20032, highlighting sections relevant to crime and disorder and public nuisance.
The report presented the following options for the sub-committee:
- Grant the variation as sought.
- Refuse the variation as sought.
- Grant the variation with modified conditions.
The report stated that any decision made by the sub-committee must be made with a view to promoting one or more of the four licensing objectives.
