The Shareholder Committee of Hounslow Council was scheduled to discuss the Lampton Group's Business Plan for 2026-2029. This plan outlines the group's strategic direction, financial targets, and operational objectives for the coming years. The committee was also due to review the minutes from their previous meeting.

Lampton Group Business Plan 2026-2029

The primary focus of the meeting was the proposed Lampton Group Business Plan for 2026-2029. This comprehensive plan aims to enhance operational efficiency, financial sustainability, and customer focus across the Lampton Group of companies. The report presented to the committee outlined a strategic framework designed to deliver positive outcomes for residents and the Council.

The Business Plan is structured around five key strategic themes:

• Financial Sustainability: This theme details the Group's ambition to achieve break-even in the first year of the plan (2026/27), moving into profitability in the subsequent two years, with projected profits of £500,000 in year two and £1,000,000 in year three. It also emphasises financial resilience through a balanced approach of commissioning-led growth, selective external income, and improved productivity. The plan includes a Medium Term Financial Strategy (MTFS) which forecasts profits for Lampton Recycle 360 Ltd, Coalo Ltd, and Lampton Greenspace 360 Ltd, while Lampton Investment 360 Ltd is projected to make a reducing loss.
• An Efficient, Effective Organisation: This theme highlights the importance of strong governance, building on the implementation of a single group board. It also focuses on fostering a commercial mindset and adopting a new operating model to drive efficiency and effectiveness across the group.
• A Culture of Continuous Improvement: This theme stresses the importance of service excellence and value for money through improvement and transformation programmes. It also focuses on maximising social and economic benefits for residents by prioritising local employment, apprenticeships, and procurement.
• Customer Focused: This theme underscores the need to embed resident and customer focus at the heart of service delivery. It highlights the importance of clear feedback loops with customers and the use of digital tools to enhance service access.
• Developing our People: This theme centres on cultivating a people-focused culture that prioritises accountability, learning, and adaptability. It emphasises the importance of targeted training and development pathways to enhance staff skills and performance.

The report indicated that the Business Plan was informed by comprehensive analysis, including resident engagement, performance data, and benchmarking against best practices. It proposes a balanced approach to consolidating and strengthening existing services, with growth primarily driven by Council commissioning and carefully managed external activity. The implementation of this plan is expected to deliver value for money, support the Council's corporate priorities, and mitigate key financial and operational risks.

The report also provided an overview of the key initiatives and strategic plans for each company within the Lampton Group for the period 2026-2029, including:

• Lampton 360 Ltd: Providing group-wide governance, finance, people, health and safety, and marketing and communications functions.
• Lampton Recycle 360 Ltd: Focusing on borough-wide waste, recycling, and food collections, and operating the Materials Handling Facility.
• Lampton Investment 360 Ltd: Managing 628 homes across Hounslow, with a focus on providing stable, well-managed housing.
• Lampton Development 360 LLP: Working with the Council on future delivery of new housing.
• Coalo Ltd: Delivering responsive and planned repairs, maintenance, and improvement works for Hounslow Council homes and estates.
• Lampton Greenspace 360 Ltd: Managing the borough's parks, open spaces, and countryside assets, and delivering burial services.
• Lampton Leisure Ltd: Operating six leisure centres on behalf of the Council, supporting health, wellbeing, and physical activity.

The report recommended that the Shareholder Committee note the Lampton Group Business Plan 2026–2029.

Minutes of the Previous Meeting

The committee was also scheduled to review the minutes from the Shareholder Committee meeting held on 27 November 2025. These minutes would have covered discussions and any resolutions made during that previous meeting.
