The General Purposes Committee of Redbridge Council met on Thursday, 26 February 2026, to discuss the Council's Pay Policy Statement for 2026/2027 and an update on the review and redrafting of the Council's Constitution. The committee recommended the Pay Policy Statement to Full Council for approval and noted the progress on the Constitution review, recommending its agreement to Full Council for adoption.
Pay Policy Statement 2026/2027
The committee considered the draft Pay Policy Statement for 2026/2027, which outlines the Council's approach to the remuneration of its 'chief officers' and 'lowest paid' employees, as required by the Localism Act 20111. The statement details policies on the level and elements of remuneration for chief officers, the relationship between chief officer pay and other officers, and policies on recruitment, pay increases, bonuses, termination payments, and transparency. The report highlighted that the statement must be approved by Full Council before 31 March each year, prior to the financial year to which it relates. The committee recommended the draft statement to Full Council for approval on 26 March 2026.
Review and Redrafting of the Council's Constitution: Phase 2
An update was provided on Phase 2 of the Council's work to refresh and modernise its Constitution. This phase, undertaken between June 2025 and February 2026, has involved a detailed review led by the Constitutional Review Working Group (CRWG) with support from the Centre for Governance and Scrutiny (CfGS). Key changes include a reorganisation of the Constitution into seven parts, with new sections detailing the roles and rights of the public and councillors, making it more accessible and navigable. Amendments to Council Procedure Rules include regularising deadlines for pre-Council activity, updating voting procedures, and refining officer employment, finance, and contract procedure rules. The committee recommended the revised Constitution to Full Council for approval on 26 March 2026.
