The Plans Sub-Committee No. 1 of Bromley Council met on Thursday 19 February 2026 to discuss a range of planning applications across the borough. The meeting's agenda included proposals for new dwellings, changes of use, landscape improvements, and the demolition and construction of new facilities.

6 Ladywood Avenue, Petts Wood, Orpington, BR5 1QJ
This application, 25/04299/FPA, proposed the demolition of the existing building at 6 Ladywood Avenue, which was formerly a Friends Meeting House, and the construction of two detached four-bedroom dwellings. The report indicated a recommendation for refusal, primarily due to the loss of an existing community facility without sufficient evidence to justify its loss. Manorfields Court, 139 Avalon Road, Orpington, BR6 9BE
This application, 25/04757/FPA, concerned landscape improvement works to existing open space with the introduction of enhanced soft and hard landscaping. The report recommended granting permission, stating that the proposal would not have a detrimental impact on neighbouring residential amenity or visual amenity. 7 Jail Lane, Biggin Hill, Westerham, TN16 3SA
The application 25/04904/LDC sought a Lawful Development Certificate for the use of land to site a mobile home. The report recommended that the proposed use/development be lawful. The mobile home was described as measuring 15m in length and 6.7m in width, with a pitched roof and a maximum height of 3.5m. The report detailed that the structure was designed to be transportable and connected to the main dwelling's utilities, thus considered incidental to the enjoyment of the dwellinghouse. Objections were raised by a visiting Ward Member and local residents, questioning its classification as a caravan and its transportability.
67 Malmains Way, Beckenham, BR3 6SB
This application, 25/05131/HPA, proposed a front porch extension with a pitched roof, a loft conversion including a rear roof dormer and a front roof light, and elevational alterations. The report recommended granting permission, stating that the design would not harm the character and appearance of the property, street scene, or the Park Langley Area of Special Residential Character. Priory Depot, Church Hill, Orpington, Bromley, BR6 0GE
The application 25/05351/FPA involved the demolition of an existing museum and art store and the construction of a replacement archive, museum, and art storage building with associated landscaping and vehicle parking. The report recommended granting permission, highlighting that the facility would ensure the London Borough of Bromley continues to meet its statutory duties and retain its Place of Deposit status and Museum Accreditation. The site is located within Urban Open Space and adjacent to The Priory Conservation Area. The proposal generated significant public interest, with numerous objections and a petition submitted.
The Pavilion, Recreation Ground, Havelock Road, Bromley, BR2 9NY
This application, 25/04303/FPA, sought planning permission for the erection of a new building for nursery use, provision of ancillary cycle storage, and amendments to the parking layout. The report recommended granting permission, noting that the proposal provides additional nursery accommodation to meet identified need within an established childcare site. The development was confined to the existing hard-surfaced car park, avoiding loss of open space. The number of car parking spaces would be reduced from 22 to 15.
7 Different Sites with Council Interest Borough Wide. Applications for the Display of Advertisements
Under agenda item 4.8, the committee was scheduled to consider seven applications for the display of advertising boards on Council-owned land across the borough. The report recommended giving delegated authority to the Assistant Director to determine these applications, unless a call-in request had been received. Objections were noted for several of these advertisement applications.
The meeting also included standard procedural items such as apologies for absence, declarations of interest, and the confirmation of minutes from a previous meeting. There were no contraventions or tree preservation orders scheduled for discussion.
