The Licensing Sub-Committee of Doncaster Council met on Tuesday, 17th February 2026, to consider several applications for private hire and Hackney Carriage driver licences. The committee decided to refuse three applications for private hire driver licences, deeming the applicants not to be 'fit and proper' persons. However, one applicant for a combined Hackney Carriage and Private Hire Drivers Licence was deemed 'fit and proper' but with the condition of six penalty points being added to their licence.
Applications for Private Hire and Hackney Carriage Driver Licences
The Sub-Committee considered multiple applications for new private hire and Hackney Carriage driver licences. In each case, the committee reviewed the applicant's suitability to hold a licence, taking into account their past actions and representations made during the hearing.
For three separate applications for a New Private Hire Drivers Licence, the Sub-Committee resolved that the applicants were not 'fit and proper' persons to hold such a licence. The decisions were made after considering the relevant reports, representations, and the Council's Hackney Carriage and Private Hire Licensing Policy. Applicants were informed that they would receive the formal decision in writing within 14 days.
In contrast, an application for a New Hackney Carriage & Private Hire Drivers Licence was approved. The Sub-Committee determined that this applicant was a 'fit and proper' person to hold the licence. However, this approval was made subject to the condition that six penalty points be added to the applicant's taxi licence. This decision also followed a review of the application, representations, and the Council's licensing policy.
The public and press were excluded from these discussions in accordance with Section 100(A)(4) of the Local Government Act, 1972, due to the likely disclosure of exempt information relating to individuals.
The attendees at the meeting were Councillor Howard Rimmer (in the Chair), Councillor Nick Allen, Councillor Ken Guest, and Councillor Steven Plater. The meeting took place at the Council Chamber, Civic Office, Waterdale, Doncaster DN1 3BU.
