Open Council Network is an independent organisation. We report on Hillingdon and are not the council. About us
The Health and Social Care Select Committee of Hillingdon Council was scheduled to discuss the commissioning model for health and social care services, an update on the Hillingdon Health and Care Partnership (HHCP) transformation programme, and progress on implementing past review resolutions. The committee was also due to review the Cabinet Forward Plan and its own work programme.
Commissioning Model for the Delivery of Health and Social Care Services
The committee was scheduled to consider a report on the commissioning model for the delivery of health and social care services. This item was listed as TO FOLLOW
in the agenda, indicating that the specific details of the report were not yet available at the time of publication.
HHCP Transformation Update
A significant portion of the meeting was dedicated to an update on the Hillingdon Health and Care Partnership (HHCP) transformation programme. This programme, a collaboration between NHS organisations, the Council, primary care, and voluntary sector partners, aims to improve resident outcomes, reduce avoidable hospital use, and ensure the long-term sustainability of local health and care services. The report highlighted early signs of system-wide improvement, including a decrease in A&E attendances, improved hospital flow with reduced No Criteria to Reside
(NC2R) delays, and fewer emergency admissions for frail residents. The report also detailed the drivers behind these improvements, such as the roll-out of Integrated Neighbourhood Teams (INTs) and expanded same-day alternatives to hospital attendance. Priorities for the next three to six months included scaling proactive frailty and anticipatory care, embedding improved discharge practices, and sustaining the Lighthouse mental health crisis pathway. The report also outlined key risks, such as high A&E attendances and winter pressures, and the mitigation strategies in place.
Update on the Implementation of Resolutions from Past Reviews - CAMHS Referral Pathway
The committee was scheduled to receive an update on the implementation of resolutions from a past review of the Child and Adolescent Mental Health Services (CAMHS) Referral Pathway. This update focused on the wider system transformation across children and young people's mental health and emotional wellbeing services in Hillingdon, underpinned by the THRIVE Framework. Key actions included the development of a new online platform, Hillingdon Thrive Together!
, to provide a comprehensive service directory and self-care resources, and a programme of engagement and outreach to raise awareness of the THRIVE Framework. The report detailed progress on recommendations related to the North West London Integrated Care Board's action plan, the implementation of a No Wrong Door
policy, and the adoption of the THRIVE philosophy across all children and young people's services. It also outlined how parents are being offered early support to navigate the system, including information provided to schools and GPs. The update also covered progress on service provider contract requirements, such as providing realistic descriptions of assessment and treatment processes, and ensuring communications are sensitive and informative. Furthermore, the report detailed efforts to strengthen service-user involvement and co-production, including the implementation of a Children and Young People Mental Health Co-ordinator role and the development of a draft Children and Young People's Mental Health and Wellbeing Strategy by the North West London Integrated Care Board.
Cabinet Forward Plan Monthly Monitoring
The committee was scheduled to review the Cabinet Forward Plan, which outlines upcoming decisions and policy developments. This item allows the committee to monitor the Council's strategic direction and identify any areas requiring further scrutiny.
Work Programme
The committee was due to consider its Work Programme for the year, which details the topics scheduled for discussion in future meetings. This ensures that the committee's work is planned effectively and aligns with its scrutiny responsibilities. The programme included planned reviews on adult social care early intervention and prevention, and on pharmacies, as well as regular service and performance monitoring. The dates for future meetings for the 2025/2026 and 2026/2027 municipal years were also provided.
