The Metropolitan Police Service initially suggested a comprehensive list of conditions to promote the four licensing objectives. However, following agreement on these conditions with the applicant, Mr. Dedar Singh, the police did not formally object to the application. These agreed conditions cover various aspects, including:

  • Prevention of Crime and Disorder: Installation and maintenance of a comprehensive CCTV system, with recordings stored for 31 days and available to the police upon request. A clear window policy to ensure visibility from the counter to the area immediately outside the premises, which will also be covered by CCTV. An incident logbook to record all crime, disorder, complaints, and faults. Staff training on age-restricted sales, proxy sales, and awareness of local anti-social behaviour. A maximum of 20% of the premises' floor space to be used for alcohol display. No single beers, lagers, or ciders above 6% ABV to be sold, only in minimum packs of four. All spirits and pre-mixed spirit drinks to be stored behind the service counter or in a locked area. No drug paraphernalia to be displayed or sold.
  • Public Safety: Regular maintenance of firefighting equipment and keeping exit routes clear. Staff training on age-restricted sales, including refresher training every six months. Welfare and Vulnerability Engagement (WAVE) training for customer-facing staff.
  • Prevention of Public Nuisance: Staff to routinely check the exterior of the premises for cleanliness and tidiness. Prominent notices to be displayed requesting customers to leave quietly and to be mindful of litter in public spaces, particularly near heritage assets like the Royal Park.
  • Protection of Children from Harm: A Challenge 25 policy to be operated, requiring photographic identification from anyone appearing under 25 attempting to purchase alcohol. Acceptable forms of ID include passports, photographic driving licences, and PASS-approved cards. Till prompts to remind cashiers to verify age. A maximum of four children to be permitted in the shop at one time unless accompanied by an adult.

During the hearing, the Sub-Committee imposed additional conditions:

  • A revised plan must be submitted to ensure compliance with condition 16 (alcohol displays must be visible from the counter) and condition 11 (no alcohol displayed within 2 metres of the entrance/exit). The licence will not take effect until this condition is met.
  • There will be no deliveries of any alcohol products from the premises. This was noted as the applicant had stated he would not be delivering alcohol.
  • Posters are to be displayed prominently to remind patrons not to leave litter in the Royal Park or Historic Royal Palaces.

The Sub-Committee noted that the applicant, Mr. Dedar Singh, has extensive experience operating a similar convenience store in Brentford High Street without issue. They were satisfied that with the agreed and imposed conditions, the four licensing objectives would be promoted.
