Dalston Liveable Neighbourhood Scheme Approved
The Assistant Director, Streetscene has approved the decision to proceed with the statutory process of advertising the necessary Traffic Orders for the Dalston Liveable Neighbourhood (DLN) scheme. This decision aims to reduce traffic, improve air quality, and enhance road safety within the area bounded by the A10, Dalston Lane, and Amhurst Road.
The approved measures include:
- Prohibition of motorised traffic on various roads, including Foulden Road, Farleigh Road, Shacklewell Lane, Arcola Street, and Cecilia Road, with specific exemptions for emergency vehicles, Hackney Council refuse vehicles, and pedal cycles.
- Prohibition of left turns from Foulden Road to Stoke Newington Road, Farleigh Road to Amhurst Road, Ridley Road to Dalston Lane, and Dalston Lane to Cecilia Road, with exemptions for emergency services.
- Introduction of School Streets (timed pedestrian and cycle zones) on Cecilia Road, Downs Park Road, and Arcola Street during specific operational times to enhance safety around schools.
- Installation of raised tables on Shacklewell Lane and Arcola Street as traffic calming measures.
- Agreement to enter discussions with TfL for the permanent revocation of a west to north right turn restriction from Shacklewell Lane to Kingsland Road.
- Agreement to investigate with TfL buses options to improve crossing facilities on St Marks Rise adjacent to Ridley Road.
The report highlights that the proposals are in line with Hackney's transport strategy, its commitment to tackling the climate emergency, and the Mayor of London's transport policies. Extensive engagement and consultation with residents, businesses, and stakeholders have been undertaken, with feedback informing the final proposals. The scheme will be implemented in phases, with the first phase commencing in June 2026.
The decision was made following a comprehensive review of traffic surveys, road safety data, air quality monitoring, and extensive public consultation. An Equality Impact Assessment has been conducted to ensure the scheme's fairness and equity for all residents.
