The Overview & Scrutiny Committee of Enfield Council met on Monday 23 February 2026 to consider a call-in regarding approvals for Phase 2B of the Enfield Town Liveable Neighbourhood Project. After reviewing the reasons for the call-in and hearing responses from officers and the Cabinet Member, the Committee ultimately decided to confirm the original decision.
Enfield Town Liveable Neighbourhood Project - Phase 2B
The Committee considered a call-in of the decision made by the Cabinet Member for Environment & Placemaking concerning the approvals for Phase 2B of the Enfield Town Liveable Neighbourhood Project. The decision had been called in by eight councillors, led by Councillor Mike Rye, who presented the reasons for the call-in.
Councillor Rye highlighted concerns regarding the impact of Red Routes
on traffic flow and business vitality, the closure of St Andrew's Road, and the relocation of the drop-off point outside Enfield Town Station. He argued that these changes could impede traffic, negatively affect businesses, and raise safety and accessibility issues.
Officers, including Richard Eason (Director of Transport, Climate & Place) and Sam Neal (Place Delivery Lead, Journeys & Places), responded to these concerns. They explained that the current congestion was largely due to ongoing construction, with improvements expected once works on Church Street were completed. They also detailed how the Red Route was intended to improve compliance with parking restrictions and that enforcement would be carried out via CCTV. Regarding the closure of St Andrew's Road, officers stated that monitoring would be undertaken, and mitigation considered if necessary. They also addressed concerns about the station drop-off point, explaining that the new location on Council-owned land would allow for active enforcement and a better-managed arrangement, despite the limited space.
Members raised further questions about the adequacy of loading bays, moped parking, and disabled parking, to which officers responded that a balance was being struck between competing needs. Concerns about business impacts were addressed by noting extensive consultation and the long-term benefits of a safer, more attractive town centre, supported by Transport for London research. Officers also confirmed that targeted air quality monitoring would be conducted post-completion and that the design followed TfL guidance, though they agreed to review specific features like the upstand between the footway and cycle lane.
Councillor Sabri Ozaydin, Cabinet Member for Environment & Placemaking, and the officers reiterated that the project aimed to deliver long-term improvements for residents, businesses, and visitors, aligning with the Council's commitment to sustainability and creating a healthier town centre.
Following the discussion, the Overview & Scrutiny Committee voted to confirm the original decision made by the Cabinet Member. Councillors Adeleke, Ali, Anolue, Dalkaya, and Yuruk voted in favour of confirming the decision, while Councillors Alexandrou, Chamberlain, Hockney, and Ioannou voted to refer the decision to Full Council.
The Committee also noted the dates of future meetings.
