Policing Plan Performance Report – Q3 2025/26
The committee is set to receive a comprehensive report detailing the City of London Police's performance against the objectives outlined in the National Policing Strategy for Fraud, Economic and Cyber Crime 2023-28 for the third quarter of the 2025/26 financial year. This report, which includes appendices covering national delivery plan performance and City of London Police performance, will provide an overview of the force's achievements and areas for development in tackling these critical crime areas. The National Policing Strategy aims to improve the UK policing response to fraud, economic and cyber crime
through three key objectives: improving outcomes for victims, proactively pursuing offenders, and protecting people and businesses.
Deputy Commissioner's Update (National Leadership Functions)
A report from the Deputy Commissioner, Nik Adams, is scheduled for discussion, providing an update on the national leadership functions undertaken by the City of London Police. This update is expected to cover notable activities from the past quarter, including the successful launch of the Report Fraud
service. The report highlights international engagement, such as Deputy Commissioner Adams' attendance at the Global Anti Scams Alliance (GASA) conference in New York, and upcoming events like the Global Fraud Summit in Vienna. Operational highlights mentioned include an investigation by the Insurance Fraud Enforcement Department (IFED) leading to a prison sentence for an insurance broker, and an award received by PIPCU officers for their work on counterfeit airbags.
NLF Performance Framework Refresh
The committee will consider a report proposing a refresh of the performance framework metrics for the City of London Police's national leadership functions. The aim is to ensure these metrics are current, clearly define accountability, and provide a better balance of quantitative achievements to demonstrate the impact of these functions. The proposed revisions will focus on two key priorities of the Policing Plan 2025-28: Put victims at the heart of everything we do
and Transform the national policing response to fraud, economic and cyber crime.
The report outlines a move from current headline measures to new ones, such as a 10% reduction in average loss for specific fraud types and a 10% increase in the total national value from successful asset recovery proceedings.
Summary of Action Fraud Public Complaints Data – Q3 2025/26
A report from Detective Superintendent Tom Hill, Head of Professional Standards, will present a summary of public complaints data for the third quarter of 2025/26. This report notes that Action Fraud transitioned to Report Fraud
during this quarter, and while the national complaint database is being updated, the Independent Office for Police Conduct (IOPC) has been informed. A total of 93 complaint cases were logged in Q3, a decrease from the previous quarter. The most common allegation category was Police action following contact,
largely driven by unmet expectations regarding Report Fraud investigations. The report also details complaint finalisations and average times to finalise complaints.
Cyber Resilience Centre (CRC) Network Update
Detective Chief Superintendent Andrew Gould will present an update on the Cyber Resilience Centre (CRC) Network. The report details the closure of regional CRCs as private businesses and the transfer of their assets and staff to the City of London Police and the National Cyber Resilience Centre Group (NCRCG). This transition aims to create a more consistent and high-quality service, enabling large-scale growth in membership and support for Small and Medium-sized Organisations (SMOs) to enhance cyber resilience. The CRC Network's mission is to strengthen cyber resilience across businesses and the third sector, aligning with HM Government's National Cyber Strategy. The new strategy for 2025-2027 focuses on increasing membership in priority sectors, supporting existing members, aligning with Cyber Protect teams, and integrating with cross-government initiatives.
Innovation & Growth – Update of Cyber & Economic Crime Related Activities
This report from Damian Nussbaum, Executive Director of Innovation and Growth, and Melissa Panszi, Head of FPS Technology, Innovation & Growth, summarises activities related to cyber and economic crime. It highlights the collaboration between the Innovation and Growth department and the City of London Police (CoLP) in building a resilient and secure ecosystem. The report details the City of London Corporation's involvement in hosting the Financial Action Task Force (FATF) Learning and Development Forum and its engagement with the House of Commons Business and Trade Committee regarding economic security. It also outlines progress on the RegTech Strategy Group and the development of a Digital Verification Orchestrator (DVO) to combat fraud and introduce efficiencies in financial systems.
The committee will also receive updates on the Policing Plan Performance Report – Q3 2025/26, which includes national delivery plan performance, and the Cyber Resilience Centre (CRC) Network Update.
