Open Council Network is an independent organisation. We report on Richmond upon Thames and are not the council. About us
The Policy and Performance Review Board was scheduled to consider the council's corporate performance for the mid-year period of 2025/26, alongside a review of the performance management approach for Key Performance Indicators (KPIs). The meeting also included an opportunity for members to shape the board's future work programme.
Corporate Performance - Mid-year (Quarter 2) 2025/26 Results
The board was scheduled to receive an update on the performance against Richmond's Corporate Plan actions and key indicators for the 2025/26 financial year. This report, detailed in the PPRB - Mid-year 25-26 RCP actions and RCP KPI results, was intended to highlight areas where performance was improving or good, as well as those where it was underperforming. The recommendations included noting the progress on Corporate Plan actions and the performance against key indicators.
Richmond KPIs Review of Performance Management Approach
A report was scheduled to be presented concerning the current performance management arrangements for corporate plan KPIs. This discussion was intended to review areas for improvement in light of the upcoming implementation of the Local Outcomes Framework (LOF) in 2026 and feedback received from councillors regarding the number of current indicators and the Performance Management Framework. The report was also planned to include a comparison of Richmond's arrangements with those of other London councils and an initial analysis of Richmond's performance against provisional LOF metrics. The proposed KPI set for the 2026/27 financial year would take into account feedback received. The board was recommended to note the report's contents, provide feedback on proposed elements for the 2026 KPI review, and acknowledge that a more extensive KPI review would be conducted as part of the development of a new Corporate Plan later in 2026. This review is detailed in the PPRB - RichmondKPIs-perfmgmtreport.pdf.
Policy & Performance Review Board - Work Programme
The meeting agenda included an item dedicated to the Policy & Performance Review Board's work programme. This provided an opportunity for members to suggest topics for future meetings of the board, as outlined in the Draft work programmeb.pdf.
