The Planning Applications Committee of Lambeth Council met on Tuesday 24 February 2026 to discuss several planning applications. The committee granted conditional planning permission for events in Brockwell Park, approved the development of 129 affordable homes on Land at New Park Road, and granted permission for student accommodation at 10 Leake Street. Permission was also granted for a residential development at 60 Courland Grove.
Brockwell Park Events Approved
The committee granted conditional planning permission for the temporary use of Brockwell Park for up to 32 days in 2026, to host events including Field Day, Cross the Track, Kitty Flush, and Mighty Hoopla. This decision was made despite objections concerning cumulative environmental impacts, particularly on trees and soil, and the loss of the Lambeth Country Show. Supporters highlighted the cultural and economic benefits of the events, including a projected £10 million contribution to the local economy and a free ticket ballot for 1,500 local households. The committee was reassured that the temporary nature of the event, its reversibility, and robust mitigation measures secured by conditions would ensure compliance with policies regarding Metropolitan Open Land and heritage assets.
New Park Road Affordable Housing Development Approved
Conditional planning permission was granted for the development of 129 affordable homes on Land at New Park Road. The site, previously earmarked for a school as part of the Clapham Park master plan, will now provide 84 intermediate and 45 social rent units. Objections were raised that the decision departed from the local plan's preferred education use for the site and that community facilities were being sacrificed for housing. However, officers confirmed that a school was no longer required due to declining birth rates, and that the existing master plan already provided for social infrastructure. A Section 106 contribution was agreed with the NHS to address increased demand on primary healthcare capacity.
10 Leake Street Student Accommodation Approved
Planning permission was granted for the demolition of existing buildings at 10 Leake Street and the erection of a 17-storey building to provide student accommodation. The development will offer 233 student bed spaces, including 53 affordable rooms, and a £2.88 million contribution towards conventional housing. The decision was made despite concerns about the impact on heritage assets, specifically the setting of the General Lying-in Hospital and County Hall, and the loss of potential for residential development. The committee was satisfied that the proposed student accommodation would alleviate pressure on the private rented sector and contribute to London's higher education needs, with the affordable housing contribution and other benefits outweighing the identified heritage impacts.
60 Courland Grove Residential Development Approved
Conditional planning permission was granted for a residential development at 60 Courland Grove. The scheme will provide 14 residential units, including two one-bedroom, two three-bedroom, and ten two-bedroom apartments. The development will replace a disused car park and is designed to complement the surrounding area, with materials and architectural features referencing local heritage assets. While the development will result in the removal of some trees of low amenity value, two category B trees will be retained and protected. No affordable housing contribution was deemed viable for this development, but this was accepted subject to a review mechanism. The proposal was considered to make efficient use of a small site and would not have significant adverse impacts on residential amenity or transport.
