Open Council Network is an independent organisation. We report on Hounslow and are not the council. About us
The Housing and Environment Scrutiny Panel was scheduled to discuss developing effective recommendations and to consider suggested topics for the upcoming work programme. A significant portion of the meeting was also allocated to a discussion on housing estates.
Developing Effective Recommendations and Work Programme
The panel was scheduled to receive a presentation on Developing Effective Recommendations,
followed by a workshop aimed at developing findings and recommendations. Members were also due to review a members' survey and discuss suggested topics for the 2026/27 work programme.
Housing Estates Discussion
A dedicated agenda item was set aside for a Housing Estates Discussion.
While the specific focus of this discussion is not detailed in the provided documents, it is likely to have involved an examination of issues related to the council's housing estates.
Previous Work and Minutes
The meeting's agenda included a review of the Summary of Previous Work Done
by the panel, as well as the minutes from the meeting held on 10th November 2025 and any matters arising from it. Previous discussions, particularly concerning land ownership and fly-tipping, were noted. In a prior meeting on 17th September 2025, concerns were raised about the enforcement policy, especially regarding dockless e-bikes, and the lack of clear land ownership records. The minutes from the 10th November 2025 meeting highlighted discussions on land ownership in Hounslow, with Vinesh Govind explaining the use of GIS systems and the challenges of land registry data not being live. Councillor Joanna Biddolph raised questions about sharing data licenses and the issue of fly-tipping on unadopted land.
The panel's previous work also touched upon the Terms of Reference
which were agreed upon, and concerns about enforcement, particularly around dockless e-bikes. A significant issue identified was the lack of clear land ownership records, even for land managed by TfL and the NHS. The challenge of fly-tipping on private land was also a focus, with discussions on the process of identifying landowners, issuing Community Protection Warnings and Notices, and the potential costs involved. The difficulty in identifying landowners for unadopted alleyways and shared access areas was noted, as was the need for a central knowledge repository to manage land ownership cases.
The report pack also included guidance on declaring interests for committee members, outlining disclosable pecuniary interests and other registerable interests, as detailed in the MO Guidance on Declaring Interests - March 2025.
The meeting was scheduled to be held at Hounslow House, 7 Bath Road, Hounslow, TW3 3EB.
