The Planning Committee of Waltham Forest Council met on Tuesday 03 March 2026 to discuss several planning applications. The meeting agenda included the consideration of six development management applications, ranging from residential and mixed-use developments to school expansions and the refurbishment of railway arches.
Development Management
The committee was scheduled to consider six planning applications. These included proposals for:
- Lea Bridge Gas Works, 78 Perth Road, Leyton, London, E10 7PB (Application reference 252331). This application concerned a phased development involving the demolition of existing buildings and the erection of new buildings for mixed-use, including residential units, flexible residential facilities, and commercial uses. It also included plans for public open space, public realm works, landscaping, car and cycle parking, servicing arrangements, and energy measures.
- 562-564 High Road Leytonstone, London, E11 3DH (Application reference 252185). This proposal involved the demolition of existing buildings and the construction of a new building ranging from two to four storeys, including a basement. It was intended to provide seven residential units and a commercial unit at ground and basement levels, along with associated refuse, recycling, and bicycle storage.
- Arch 74 Rosebank Road, Walthamstow, London, E17 8NH (Application reference 252564). This application related to the external refurbishment of an existing railway arch. The plans included the removal of front and rear lean-to structures, repointing of masonry walls, installation of a new motorised roller shutter and pedestrian access door, and the installation of palisade fencing and external lighting to the front and rear yard areas.
- Yardley Primary School, Hawkwood Crescent, Chingford, London, E4 7PH (Application reference 251786). This proposal involved the demolition of the existing canteen building and the construction of a part two-storey, part three-storey building to accommodate new canteen/kitchen facilities, classrooms, a Learning Resource Centre, group rooms, and ancillary facilities. This was part of a wider school expansion project.
- Yardley Primary School, Hawkwood Crescent, Chingford, London, E4 7PH (Application reference 252932). This application sought temporary planning permission for a single-storey modular building to provide temporary kitchen and dining facilities for Yardley Primary School. This was to ensure operational continuity during the construction of the new permanent facilities under application reference 251786.
- Low Hall Argall Avenue, Leyton, London, E10 7AS (Application reference 252375). This application concerned the construction of a temporary building for use as a single-storey, double-height, three-bay vehicle workshop, and the retention of a welfare cabin building.
The committee was also scheduled to note the Chair's agreement to the submission of an Update Report from the Assistant Director - Development Management and Building Control, in accordance with urgency provisions. Additionally, the committee was to resolve that, in the event of recommendations being amended during the meeting, the task of formalising wording for conditions and reasons for refusal be delegated to the Assistant Director - Development Management and Building Control.
