The Chief Officer Performance Review Panel met on Wednesday 4 March 2026. The meeting's agenda included the review of declarations of interest and the confirmation of previous minutes. A significant portion of the meeting was scheduled to be held in private to discuss the performance of the Chief Officer.
Declarations of Interest
The panel was scheduled to consider declarations of interest from Assembly Members. This included noting the list of offices held by members as disclosable pecuniary interests. The report pack indicated that members would be required to declare any disclosable pecuniary interests in specific agenda items and any other relevant interests, including gifts and hospitality received. The report also outlined the advice from the GLA's Monitoring Officer regarding these declarations, referencing Paragraph 11 of the Code of Conduct and the Localism Act 2011. The report stated that failure to comply with these requirements could be a criminal offence.
The report pack detailed a list of offices held by various Assembly Members, including:
- Emma Best AM, who is a Member of the London Borough of Waltham Forest.
- Andrew Boff AM, who is part of the Congress of Local and Regional Authorities (Council of Europe).
- Hina Bokhari OBE AM, who is a Member of the London Borough of Merton.

The report pack also noted that members are responsible for making further declarations of their actual or apparent interests at formal meetings. It was also highlighted that the registration of gifts and hospitality received by members is available to view online on the GLA's website.
Minutes of Previous Meeting
The panel was scheduled to consider the minutes of the Chief Officer Review Panel meeting held on 30 September 2025. The recommendation was for these minutes to be confirmed and signed by the Chair as a correct record.
Exclusion of Press and Public
The agenda indicated that the panel was recommended to exclude the press and public from the meeting for the consideration of a specific item. This was on the grounds that it would likely involve the disclosure of exempt information, as defined in Paragraph 1 to Schedule 12A of the Local Government Act 1972, relating to an individual. The report pack stated that it was considered that the public interest in maintaining the exemption outweighed the public interest in disclosing the information.
Performance Review - Chief Officer
The main item scheduled for discussion was the performance review of the Chief Officer. While the report pack does not detail the specifics of this review, it indicates that this was the item for which the exclusion of the press and public was recommended. The report pack for the previous meeting on 30 September 2025, which is referenced in the current agenda, shows that this item involved a discussion with the Chief Officer regarding her performance and that the panel welcomed the work undertaken by the Chief Officer since the previous meeting.
Any Other Business
The agenda also included a provision for any other business that the Chair considered urgent.
