The Licensing Sub-Committee was scheduled to consider a review of the premises licence for The Woodman public house in Carshalton. The committee was also set to discuss the procedure for licensing sub-committee hearings.
Review of The Woodman Premises Licence
The committee was scheduled to consider a review of the premises licence for The Woodman, located at 6 High Street Carshalton SM5 3AG. The review application was submitted by an Other Person
(a resident) on 16 January 2026, citing concerns related to the licensing objective of the prevention of public nuisance. Specifically, the concerns related to the impact of the use of the external licensed area for regulated entertainment, including recorded music.
The report pack indicated that the premises currently holds a licence originally granted in 2005 and varied in 2019. The review application was supported by evidence including video and audio clips, screenshots from social media, and correspondence between the applicant and the premises licence holder. The report also noted that no representations were received from Responsible Authorities, but one letter of support for the premises was received from another local resident.
The committee was to consider the steps available to them under Section 51 of the Licensing Act 2003, which include taking no further action, modifying licence conditions, excluding licensable activities, removing the designated premises supervisor, suspending the licence for up to three months, or revoking the licence entirely.
Licensing Sub-Committee Hearings Procedure
The committee was also scheduled to review the council's procedure for licensing sub-committee hearings. This procedure note outlines how the committee manages its business in an efficient, fair, and transparent manner, specifically for hearings under the Licensing Act 2003. It details how licensing applications are dealt with, the process for representations, and the conduct of hearings. The document also covers aspects such as the election of a chair, declarations of interest, and the approval of minutes from previous meetings.
The previous meeting of the Licensing Sub-Committee, held on 19 January 2026, had considered a new premises licence application for the Rose Hill Bowling Club. The report pack for that meeting indicated that the application was granted subject to conditions.
