The Licensing Sub-Committee of Ealing Council was scheduled to consider a review of the premises licence for Ken News & Off Licence. The committee was also scheduled to review the panel procedure guidance note.
Review of Ken News & Off Licence Premises Licence
The committee was scheduled to consider an application for the review of the premises licence for Ken News & Off Licence, located at 466 Greenford Road, London UB6 8SQ. This application was made by Ealing Council's Licensing Enforcement and Compliance team.
The report pack indicated that the review was initiated due to concerns related to the prevention of crime and disorder, and the protection of children from harm. The application cited previous issues with the premises, including the revocation of a licence in 2018 due to the seizure of illicit cigarettes. The report detailed subsequent inspections in January and September 2025, which allegedly discovered illicit cigarettes, Indian tobacco, and miniature bottles of spirits. Furthermore, an operation in September 2025 involved a 15-year-old volunteer attempting to purchase a vape, which was reportedly sold without age verification.
The report pack outlined the licensable activities authorised by the current licence, which include the retail sale of alcohol for off-supplies from Monday to Saturday between 08:00 and 23:00, and on Sundays from 10:00 to 22:30. The premises opening hours are from 06:00 to 23:00 on Mondays to Saturdays, and 06:00 to 22:30 on Sundays.
The committee was asked to consider the application to review the premises licence and make a decision on one or more of the following options:
- Modify the conditions of the licence.
- Exclude a licensable activity from the licence.
- Suspend the licence for a period not exceeding three months.
- Revoke the licence.
- Leave the licence as it is.
The report pack also drew attention to Ealing Council's Statement of Licensing Policy1, which sets out proposed standards of management and controls to promote the four licensing objectives: the prevention of crime and disorder; public safety; the prevention of public nuisance; and the protection of children from harm. The policy also outlines core hours for licensable activities.
Panel Procedure Guidance Note
The committee was also scheduled to review the Panel Procedure Guidance Note, which outlines the procedure to be followed at Licensing Sub-Committee Hearings. This guidance details how hearings are conducted, including the roles of parties, the presentation of applications, representations, summing up, and the process for reaching and issuing decisions.
