The Local Development Committee of Newham Council was scheduled to consider two planning applications. The meeting agenda also included the confirmation of previous minutes and a discussion on how planning decisions are made.
Oasis Park, Stephenson Street, Canning Town
The committee was scheduled to consider a planning application for Oasis Park in Canning Town. The application sought permission for the retention and refurbishment of an existing waste enclosure, the demolition of an ancillary office, and the erection of two enclosed buildings. Works to the external yard and external storage, along with associated works, were also part of the proposal, intended for use as a waste transfer facility (Class B2) for the processing and recycling of commercial waste.
49-51 Broadway, Stratford
A planning application for 49-51 Broadway in Stratford was also scheduled for discussion. This application involved a change of use of the second floor and part of the first floor from office use (Class E) to a large-scale house in multiple occupation (HMO) (sui generis). The proposal also included the retention, with some alterations, of a third-floor roof extension, improvements and repairs to office areas at basement level, restoration of the front entrance hall, and the provision of facilities for cycles, refuse, and recycling at ground floor level. The retention and improvement of offices at the first floor within the rear outrigger extension was also part of the plan. The site is located within the Stratford St. John's Conservation Area and is a Grade II listed building.
How Decisions Are Taken
The agenda outlined the procedures for how decisions are made at the committee meetings. For straightforward cases with a recommendation to approve, decisions might be made based on the officer's report without extensive debate. However, for more complex matters, the process involves the Chair introducing the item, a brief presentation by a planning officer if necessary, and the committee having the opportunity to ask questions. Deputations may be heard, followed by responses and further questions. The committee then debates the matter, aiming to avoid repetition, and may seek clarification from officers. The Chair will call for a decision once sufficient debate has occurred, with a vote taken on the officer's recommendation or a member-proposed motion. The agenda also noted that if members are minded not to follow officers' recommendations, the matter will be automatically deferred for a new report.
The agenda also included the confirmation of the minutes from the meeting held on 24 November 2025 and a reminder of the date for the next meeting, scheduled for 27 April 2026.
