The meeting was scheduled to discuss a minor material amendment application for the property at 260 Eltham High Street, Eltham, London, SE9 1AA. This application relates to planning permission 24/1225/F, which granted permission for the demolition of existing buildings and the construction of a multi-storey plus basement building for self-storage (Class B8), along with associated landscaping, vehicle manoeuvring, car parking, and the refurbishment of a locally listed building.
The specific amendment proposed was to vary Condition 14 of the original planning permission. This variation sought to extend the permitted opening hours on Mondays to Saturdays by one hour in the morning, allowing the facility to open at 07:00 instead of the previously approved 08:00. The closing times on Mondays to Saturdays and the operating hours on Sundays and public holidays were to remain unchanged.
The report pack indicated that ten objections had been received from local interested parties, along with a committee call-in and an objection from Ward Councillors. Concerns raised included potential nuisance to nearby residents due to increased noise associated with user activities and vehicle movements. The report noted that the original planning permission had already seen a reduction in proposed opening hours following initial concerns from members and local residents. The report recommended approval of the minor material amendment, subject to conditions and the endorsement of the original Deed of Planning Obligation.
The report also detailed the site's characteristics, including its area, proximity to heritage assets, and its Public Transport Access Level (PTAL) rating of 4. It outlined the relevant planning history for the site, which included previous refusals and appeals for redevelopment proposals before the approval of the self-storage facility in March 2025.
The discussion was expected to consider national, regional, and local planning policies, including the National Planning Policy Framework (NPPF), the London Plan, and the Royal Greenwich Local Plan: Core Strategy with Detailed Policies. The report also provided a detailed assessment of the impact on neighbouring amenity, considering noise, daylight, sunlight, and privacy. It noted that the original acoustic assessment had considered operating hours of 06:00 – 23:00 on Mondays to Saturdays and 07:00 – 22:00 on Sundays and bank holidays to be acceptable, and that the proposed change to 07:00 opening on weekdays was considered to have a negligible additional impact.
The report also addressed the legal agreement associated with the original planning permission, confirming that the existing Deed of Planning Obligation would need to be endorsed to bind the subsequent Section 73 approval.
The meeting was also scheduled to include standard procedural items such as apologies for absence, urgent business, and declarations of interest. A list of councillors' memberships on outside bodies was also provided for noting.
