The Council met on Thursday, 26 March 2026, to discuss the Equality, Diversity and Inclusion Annual Report, the Pay Policy Statement for 2026/27, and considerations for a Community Governance Review. A decision was made to approve the Pay Policy Statement for the upcoming financial year.
Equality, Diversity and Inclusion Annual Report 2025/26
The Council reviewed its Equality, Diversity and Inclusion (EDI) Annual Report for 2025/26. The report detailed the Council's progress in meeting its responsibilities under the Public Sector Equality Duty (PSED) as set out in the Equality Act 2010. Key achievements highlighted included reaccreditation as a Disability Confident Leader, the launch of the countywide Speak Out Space
for hate crime support, and the incorporation of a Changing Places facility into the Stockyard development. The report also outlined ongoing work to engage communities, develop a diverse workforce, reduce inequalities, and ensure inclusive service delivery. The Council noted the progress made and future commitments outlined in the report.
Pay Policy Statement 2026/27
The Council approved the Pay Policy Statement for 2026/27. This annual statement, required by the Localism Act 2011, outlines the Council's approach to employee pay, including the remuneration of chief officers and the lowest-paid employees, and the pay multiple between them. The statement confirmed that there were no significant changes from the previous year's policy. The report detailed the pay structures, including the National Joint Council (NJC) pay spine and the separate structure for Chief Officers, and outlined policies on performance-related pay, honorariums, market supplements, and other terms and conditions. The pay multiple between the highest and lowest earners was noted as remaining unchanged at 3.96.
Community Governance Review - Considerations
The Council considered a report on the potential establishment of a Parish Council for the town of Melton Mowbray. This consideration is linked to the ongoing Local Government Reorganisation (LGR) process. The report outlined the process for undertaking a Community Governance Review (CGR), including consultation requirements, timescales, and estimated costs. An informal public engagement exercise had commenced to gauge local views on the matter. The Council noted the process for a CGR and acknowledged the ongoing informal engagement. A further report will be presented later in the year, following the outcome of the LGR decision, to determine whether to formally commence a CGR. The report highlighted potential financial implications for both Melton Borough Council and town residents, as well as the possibility of the new unitary council addressing this matter post-reorganisation.
