The Cabinet of Harrow Council met on Thursday 19 March 2026 to discuss a range of important issues, including the adoption of the Harrow Local Plan 2021-2041, flood alleviation schemes, and the procurement of capital delivery programmes. Key decisions were made regarding the shared mortuary service and significant investment in housing stock improvements.
Adoption of the Harrow Local Plan 2021-2041
Cabinet resolved to recommend to Full Council the adoption of the Harrow Local Plan 2021-2041. This comprehensive plan, developed over several years with extensive consultation, sets out the vision and framework for the borough's development until 2041. It addresses housing needs, economic growth, community facilities, infrastructure, and environmental protection, aiming to ensure Good Growth
in line with the London Plan. The adoption of this plan will supersede previous local planning documents, including the Core Strategy (2012) and Development Management Policies (2013). Cabinet also noted the Planning Inspector's report confirming the plan's soundness, subject to modifications, and the schedule of additional modifications proposed by the Council.
Wealdstone Brook Flood Alleviation Scheme
Cabinet noted the progress on the Wealdstone Brook Flood Alleviation Scheme, which will involve the construction of a 20,000 cubic meter underground storage tank and a wetland basin in Byron Recreation Ground. This scheme, funded by contributions from Thames Water (£6.35 million) and the Environment Agency (£2.83 million), will provide increased flood protection to over 100 homes and the Harrow Hub site, as well as Elm Grove School. The Strategic Director of Culture, Environment and Economy was delegated authority to enter into legal agreements for the project.
Inter-Authority Agreement for Shared Mortuary Service
The Cabinet approved the continuation of a shared mortuary service with the London Boroughs of Barnet and Brent, operating from Northwick Park Hospital. A new 15-year Inter-Authority Agreement (IAA) is proposed from 1 April 2026, with a 10-year break clause, alongside a new 99-year lease for an adjoining site. Brent Council will remain the host authority, with strategic oversight managed by a quarterly Strategic Monitoring Board. Harrow's contribution will include capital funding of £693,000 and an annual revenue provision of £200,000 from 2026-27. This shared service is considered the most practical and cost-effective way to fulfil statutory coronial responsibilities and enhance resilience.
Procurement for Four-Year Capital Delivery Programme
Cabinet approved the procurement strategy for a four-year capital delivery programme, representing an investment of approximately £97.68 million. This will involve competitive procurement exercises to establish frameworks for Reactive Capital Works, Roofing, Block Enveloping and Major Refurbishment Works, and Mechanical and Electrical Upgrades. The strategy aims to engage local contractors and SMEs, ensuring value for money and addressing resident concerns about property improvements. Additionally, the value of existing contracts for Windows and Doors and Kitchens and Bathrooms will be varied to allow for further upgrades to properties.
Other Matters
Cabinet also noted the Key Decision Schedule for March to May 2026 and received updates on the progress of scrutiny projects.
