The Northern Planning Committee of Shropshire Council met on Tuesday, 21 April 2026, to consider a range of planning applications and appeals. Key discussions were scheduled to include proposals for a new hotel near The Shrewsbury Club, outline planning applications for new housing developments in Bomere Heath and on the west side of Ellesmere Road in Shrewsbury, and the expansion of a poultry unit at Foxholes Farm. Proposed Hotel East of The Shrewsbury Club, Sundorne Road, Shrewsbury, Shropshire (24/03877/OUT)
An outline application was scheduled for discussion regarding the potential erection of a hotel with associated parking and landscaping east of The Shrewsbury Club. The application sought to establish the principle of development, with access and layout to be considered, while other matters such as appearance, scale, and landscaping were to be reserved for subsequent approval. This proposal followed a previous withdrawn application and aimed to demonstrate that no sequentially preferable sites were available in town centre locations.
Land To The East Of Merrington Road, Bomere Heath, Shrewsbury, Shropshire (25/02929/OUT)
The committee was set to consider an outline planning application for the erection of up to 98 dwellings on land to the east of Merrington Road in Bomere Heath. All matters except for the means of access were to be reserved for later approval. The application, which had seen amendments to the site boundary and red line boundary following negotiations, proposed access off Merrington Road and included provision for associated open space and drainage.
Foxholes Farm Poultry Unit, Little Ness, Shrewsbury, Shropshire (24/02979/EIA)
A proposal for the erection of two additional poultry houses, along with associated feed bins, hardstandings, and a relocated access road at Foxholes Farm Poultry Unit, was scheduled for discussion. This application was linked to a planned reduction in stocking density across the entire poultry farm to meet higher welfare standards. The Environmental Impact Assessment accompanying the application detailed the proposed changes, including a slight overall reduction in bird capacity.
Proposed Residential Development Land on the West side of Ellesmere Road, Shrewsbury, Shropshire (22/01432/OUT)
This item concerned an outline application for a significant residential development of up to 450 dwellings on land west of Ellesmere Road. The proposal included strategic infrastructure such as open space, drainage, and engineering works, with landscaping, appearance, layout, and scale to be reserved apart from strategic access. The application had been deferred at a previous meeting to seek further assurances regarding highway impacts and active travel routes. An addendum report was to provide updated information on these matters.
Appeals and Appeal Decisions
The committee was scheduled to review a schedule of appeals and appeal decisions. This included details of ongoing appeals against refusals for various developments, such as a change of use for a residential institution in Market Drayton, the erection of dwellings in Bomere Heath and Nesscliffe, and the installation of a BT Street Hub unit in Shrewsbury. The schedule also listed appeal decisions that had been made, including the dismissal of an appeal against the refusal of planning permission for a new dwelling near Whitchurch, the allowance of an appeal for side extensions at Knolls Croft, Montford Bridge, and the dismissal of an appeal for rear extensions at the same property. Other decisions noted included the allowance of an appeal for a change of use to a residential caravan site in Oswestry and the dismissal of an appeal for a self-build dwelling near Dovaston. An appeal decision regarding permission in principle for development at Walford Heath was also listed as allowed.
