The Licensing Sub-Committee of Doncaster Council was scheduled to meet on Thursday, 12 March 2026, to consider several applications for private hire driver and vehicle licences. The meeting was also set to review minutes from previous meetings and determine the extent to which the public and press would be excluded from proceedings.
Reviews of Private Hire Driver and Vehicle Licences
The majority of the meeting was scheduled to be dedicated to reviewing existing Private Hire Driver and Private Hire Vehicle Licences. Four such reviews were listed on the agenda, each scheduled to begin at half-hour intervals from 1:00 pm. These reviews were to be held in private, with the public and press excluded, in accordance with paragraph 1 of Part 1 of Schedule 12A of the Local Government Act 1972, which pertains to information relating to an individual. The report pack indicates that these reviews would involve considering whether the individuals concerned were considered 'fit and proper' persons to hold their licences.
Previous Meeting Minutes
The Sub-Committee was scheduled to review the minutes from previous meetings held on 9 and 17 February 2026. The minutes from the 9 February meeting detail two applications for premises licences: one for 153 Carr House Road, Hyde Park, Doncaster, DN1 2BD, which was refused, and another for 59 Harlington Road, Mexborough, Doncaster, S64 0DF, which was granted with a terminal hour of 11:00 pm. The minutes from the 17 February meeting show that the Sub-Committee considered five applications for new Private Hire Drivers Licences and one for a new Hackney Carriage and Private Hire Drivers Licence. Of these, four applicants were deemed not to be 'fit and proper' persons, while one was granted a licence subject to six penalty points being added.
