Open Council Network is an independent organisation. We report on Southwark and are not the council. About us
The Overview & Scrutiny Committee is scheduled to meet on Monday 16 March 2026. The meeting's agenda includes an interview with the Leader of the Council and Chief Executive regarding the delivery of the Council Plan 2022-2026, and a review of the Neighbourhood Community Infrastructure Levy (NCIL). The committee will also receive an update on its work programme.
Interview with the Leader of the Council and Chief Executive
The committee is scheduled to hear from Councillor Sarah King, Leader of the Council, and Althea Loderick, Chief Executive, to discuss the council's performance in delivering its Council Plan 2022–2026. The report pack includes an End of Term Report 2022-26
which details achievements across seven key goals: Decent Homes for All, A Good Start in Life, A Safer Southwark, A Strong and Fair Economy, Staying Well, A Healthy Environment, and A Well-Run Council. The report highlights significant progress in areas such as building council homes, improving educational outcomes, tackling crime, supporting local businesses, enhancing health and wellbeing services, and protecting the environment. For example, the council has completed 2,500 new council homes since 2022 and has over 600 under construction, more than any other council in the country. The report also notes that 99% of Southwark schools are rated Good or Outstanding by Ofsted.
Review of Neighbourhood Community Infrastructure Levy (NCIL)
Councillor Helen Dennis, Cabinet Member for New Homes and Sustainable Development, is expected to provide an update on the recent allocations of Neighbourhood Community Infrastructure Levy (NCIL) funding. The report indicates that £20 million has been allocated through NCIL, which is a levy charged on new developments to fund infrastructure. The discussion is expected to cover the projects that have been funded, how the allocation process has operated, and potential areas for improvement. The report details that NCIL funds are used to mitigate the impact of new development and population growth, and can support a wide range of infrastructure, including parks, community facilities, and transport improvements. The report also outlines ward allocations totalling £20,654,757 and project spend against Southwark 2030 goals, with significant investment in the voluntary and community sector, council housing estates, and parks and open spaces.
Work Programme
The committee will also receive an update on its work programme for the remainder of the 2025–26 municipal year. The work programme document lists items identified for consideration by the committee, including budget scrutiny sessions, and reviews of various council functions. The current work programme includes items such as the Leader of the Council Interview Annual Council – End of term report 2022-26
and the Review of Neighbourhood Community Infrastructure Levy (NCIL)
