Open Council Network is an independent organisation. We report on Southwark and are not the council. About us
The Rotherhithe Neighbourhood Community Meeting was scheduled to discuss the allocation of funds for several key local programmes. These included the Cleaner Greener Safer capital programme, the Neighbourhoods Fund for 2026-27, and the Devolved Highways Budget for the same year. The meeting was also set to review applications for these funds.
Cleaner Greener Safer 2026-27: Capital Funding Allocation (Rotherhithe Neighbourhood)
The meeting was scheduled to consider the allocation of funds for the Cleaner Greener Safer (CGS) capital programme for the Rotherhithe Neighbourhood. The report pack indicated a recommendation to approve the reallocation of £46,800 from previous years' underspends and project cancellations to the 2026-27 CGS budget. A further £127,800 was proposed for allocation to specific projects from the programmed capital expenditure. This would bring the total available funds for allocation in the 2026-27 financial year to £174,600. The CGS programme, running since 2003, funds capital improvements that make an area cleaner, greener, or safer, with examples including park enhancements, playground upgrades, lighting improvements, and grants to local groups. The report highlighted that the CGS programme aligns with the council's policies on sustainability, regeneration, and community engagement, as detailed in the Fairer Greener Safer – Southwark Council Delivery Plan 2022-2026
and the Streets for People Strategy 2023-2030
. The report also noted that the allocation of funds itself does not have direct climate change implications, but the funded projects are expected to support the council's ambition to become carbon neutral by 2030.
The report pack for this item included Appendix 1, titled All Rotherhithe Neighbourhood Applications 2026-27
, which listed numerous applications for funding. These ranged from planting projects at Adams Gardens and Jarman House, courtyard and garden refurbishments at various locations including Southwark Park, to initiatives like the Print run of Grand Surey Canal History & Self Guided Walk leaflet
and the Brunel Museum Community Gardening Support
. Other applications included requests for Fly-tip prevention for Southwark Park, Wildlife Garden
, Transforming Our Gardens into Truly Inclusive, Therapeutic Community Spaces
, and Stave Hill wildflower meadow seeding
.
Neighbourhood Grants (Neighbourhoods Fund 2026-27) (Rotherhithe Neighbourhood)
The meeting was scheduled to consider the allocation of funds for the 2026-27 Neighbourhoods Fund (NsF) in the Rotherhithe neighbourhood. The recommendation was to allocate a total of £60,811 to a list of applications detailed in Appendix 1, subject to the overall 2026-27 budget being approved. The NsF is the revenue element of Southwark Council's new Neighbourhoods Programme, aiming to give local communities more direct influence over funding and decision-making. The programme supports small-scale, community-led activities such as events, workshops, and training. The report indicated that each ward would have £10,000 per Councillor for revenue grants, with any unallocated funds from previous years to be carried forward. The allocation criteria set by the cabinet included fostering good relations between people from different backgrounds, encouraging neighbourly conduct, promoting resident responsibility for their neighbourhoods, and enhancing the local environment. The NsF is noted to contribute to the Fairer, Greener, Safer Southwark Council Delivery Plan 2022–2026
and the broader Neighbourhoods Programme aims.
Appendix 1 for this item, titled Rotherhithe Neighbourhood NsF Applications 2026-27
, detailed numerous applications. One significant application was from Meanwhile Space CIC for The Hithe Events Programme
, requesting £19,450 to continue establishing an arts and nature event programme at The Hithe Community Garden. The description highlighted the garden's role in providing access to nature, fostering creativity, and serving as an affordable third place
for locals. Another substantial application was from NENEH'S COMMUNITY PROJECT CIC for Cleaner, Greener, Safer Rotherhithe & Surrounding Communities
, requesting £46,000 over two years to address environmental and safety challenges through clean-ups, greening initiatives, and safety campaigns. Other applications included projects like Ethiopia Dance for All
by Mr Temesgen Melese (£5,000), Flavours of The Community - Little Sprouts
by SPRING COMMUNITY HUB (£4,655), and The Hub- Men and Boys project
also by SPRING COMMUNITY HUB (£6,720). Numerous other applications were listed, covering a wide range of community activities and initiatives.
Devolved Highways Budget 2026-27: Capital Funding Allocation (Rotherhithe Neighbourhood)
The meeting was scheduled to consider the reallocation and allocation of funds for the Devolved Highways Programme (DHB) for the Rotherhithe Neighbourhood. The recommendation was to approve the reallocation of £1,428 from previous years' underspends and project cancellations to the 2026-27 DHB budget. Additionally, £76,190 was proposed for allocation to specific projects from the programmed capital expenditure over the ten-year period from 2019-20 to 2028-29. This would result in a total of £77,618 available for allocation in the 2026-27 financial year. The DHB programme allows for minor traffic and highway capital schemes, including footway and carriageway resurfacing, traffic calming, accessibility improvements, and cycle hangar installations. The report indicated that the DHB programme aligns with the council's policies on sustainability, regeneration, and community engagement, supporting active travel and road safety improvements as outlined in the Fairer Greener Safer – Southwark Council Delivery Plan 2022-2026
and the Streets for People Strategy 2023-2030
. The allocation of funds is not expected to have direct climate change implications, but the funded projects are anticipated to support the council's carbon neutral ambition by encouraging sustainable transport and enhancing green spaces.
Appendix 1 for this item, titled All Rotherhithe Neighbourhood Applications 2026-27
, listed four applications for the Devolved Highways programme. These included Bicycle hangars in Greenland Quay
and New Bicycle hangar
in Surrey Docks ward, Wildflowers on green verges alongside Cycleway 4

in Surrey Docks. Appendix 2, Unalloacted 2026/27 Devolved Highways Funding Rotherhithe Neighbourhood
, showed that £1,428 was unallocated in the Rotherhithe ward and £0 in the Surrey Docks ward, totalling £1,428 in unallocated funds.
