The Planning and Regulation Committee of Lincolnshire Council met on Monday, 11 May 2026, to discuss several planning applications and traffic regulation orders. Key decisions included granting conditional planning permission for an anaerobic digester plant near Spalding, objecting to National Grid's proposed overhead line works near Spalding, and approving several traffic regulation orders across the county.
Anaerobic Digester Plant Approved Near Spalding
The committee granted conditional planning permission for Naylor Farms to build an anaerobic digester plant and associated buildings on land to the east of Surfleet Bank and west of Woad Farm, Spalding. The plant will process food waste to produce biomethane and electricity, with digestate used as fertiliser and captured carbon dioxide sold to the food industry. The decision was subject to the applicant entering into a Section 106 legal agreement to secure habitat management and monitoring plans, HGV routing via the A16, and travel plan monitoring. Concerns were raised during the meeting regarding the visual impact of the 16-metre-high digester tanks, the geographical catchment area for feedstock, and the management of water and by-products. However, officers concluded that the benefits of renewable energy generation, waste diversion, and local economic contributions outweighed these concerns.
Objection to National Grid's Overhead Line Works
The committee resolved to object to National Grid Electricity Transmission plc's proposed overhead line works near Spalding. The objection is based on two main reasons: the premature timing of the works, which would cause an extended period of disruption to local communities before the wider Grimsby to Walpole project is examined, and the insufficient information provided to adequately assess the environmental impacts on highways, archaeology, ecology, and flood risk. The council recommended that the Secretary of State hold a public inquiry into the applications.
Traffic Regulation Orders Approved Across the County
Several traffic regulation orders were discussed and approved:
- Crowland, Postland Road: Proposed waiting restrictions were amended to start at 7:30 am to accommodate a school breakfast club, despite some objections from parents concerned about the earlier start time.
- Hundleby, Main Road: A bus stop clearway was approved for the northern carriageway of Main Road to ensure buses can stop at the kerb, despite one objection regarding potential parking loss for residents.
- Lincoln, Newport: Proposed waiting restrictions were approved to improve visibility and safety around a pedestrian refuge island and a local business entrance.
- Pinchbeck, Knight Street: A proposal for

Biogas Plant Application Near Anwick Withdrawn
The committee noted that the planning application for a biogas plant at Land to the West of Moy Park Facility and South of the A153, Anwick, submitted by Stream Bioenergy UK Ltd, had been withdrawn by the applicant. Therefore, this item was removed from the agenda.
