The Licensing Panel of Hounslow Council met on Wednesday 18 March 2026 to consider a review of a premises licence for Trishul Groceries. The panel also had scheduled discussions on the council's licensing policy and procedural matters.

Review of Premises Licence for Trishul Groceries

The panel was scheduled to consider an application for a review of the premises licence for Trishul Groceries, located at 2-6 Clayponds Lane, Brentford¹. The review was initiated by Brian Gohery, a Trading Standards Regulatory Officer for Hounslow Council, who raised concerns regarding the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm.

The grounds for the review stemmed from two separate occasions where alcohol was allegedly sold to minors. The first incident occurred on 25 May 2023, involving the Premises Licence Holder and Designated Premises Supervisor, Mr Thamotharampillai Gnanaharan, who was subsequently convicted in May 2024. A second incident took place on 30 October 2025, involving a different individual who made the sale. The report pack indicated that Mr Gnanaharan acknowledged a lack of supervision had contributed to the second sale and stated that a new training regime had been implemented, though this was only after the second incident. The report also noted that a refusals register was not being consistently used.

The report pack outlined the potential steps the licensing authority could take under Section 52 of the Licensing Act 2003, which include modifying licence conditions, excluding licensable activities, removing the designated premises supervisor, suspending the licence for up to three months, or revoking the licence. Hounslow Council Trading Standards recommended the revocation of the licence.

Hounslow Licensing Policy

The panel was also scheduled to consider the Hounslow Licensing Policy 2020-25². This policy sets out the principles applied by the council when considering applications under the Licensing Act 2003, with the aim of promoting the four licensing objectives. The policy covers premises licences, club premises certificates, personal licences, and temporary event notices. It details the council's approach to various aspects of licensing, including core licensing hours, off-sales of alcohol, cumulative impact policies in specific areas such as Hounslow, Isleworth, and Heston, and operational considerations like immigration and enforcement.

Procedural Matters

In addition to the substantive items, the agenda included procedural matters. This included a note from the Monitoring Officer regarding interests³, reminding members of their obligations under the Members' Code of Conduct to declare any personal or prejudicial interests. The panel was also scheduled to appoint a Chair for the meeting. The Order of Business⁴ and the Licensing Panel Procedure⁵ documents were also provided to guide the conduct of the meeting.
