The Licensing Panel of Hounslow Council met on Friday 27 March 2026 to discuss a review application for the premises licence of Gunnersbury Park. The meeting was scheduled to consider representations and objections related to the licence, with a particular focus on the impact of events held at the park.
Gunnersbury Park Premises Licence Review
The primary item for discussion was an application for a review of the premises licence for Gunnersbury Park, located at Popes Lane, London, W3 8LQ. The review application was submitted by the Gunnersbury Park Garden Estate Residents Association.
The grounds for the review were based on concerns that the licence holder, Gunnersbury Estate (2026) CIC, had failed to uphold the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm.
The report pack indicated that 105 representations had been received from local residents and one ward councillor in support of the review. Additionally, 19 representations were received from local residents in support of the premises licence. Statements were also received from the Metropolitan Police, Environmental Health, and the Licensing Enforcement Team.
The report outlined the potential steps the licensing authority could take if it considered the review application necessary to promote the licensing objectives. These included modifying licence conditions, excluding licensable activities, removing the designated premises supervisor, suspending the licence for up to three months, or revoking the licence entirely.
The agenda also included items on the order of business, the procedure for panel hearings, and the Hounslow Licensing Policy. The Hounslow Licensing Policy LBHStatementofLicensingPolicy2025Final.pdf sets out the council's principles for considering licensing applications, aiming to balance the needs of licensed premises with the protection of residential amenity and the promotion of the four licensing objectives.
The meeting also included a note from the Monitoring Officer regarding interests MO Guidance on Declaring Interests - March 2025 - Copy.pdf, reminding members of their obligations to declare any personal or prejudicial interests in matters being discussed.
The report pack detailed the history and background of the premises, including the current licence holder and designated premises supervisor. It also listed the licensable activities authorised by the existing premises licence, which included plays, films, sports events, music, dance, and the supply of alcohol for consumption on and off the premises. The opening hours of the premises were also noted as being 24 hours, Monday to Sunday, with specific restrictions during events.
The report highlighted that representations received must address at least one of the four licensing objectives and that representations relating to issues outside the scope of the Licensing Act 2003 would not be considered. There is a right of appeal to the Magistrates Court for any party aggrieved by a decision of the Panel.
