So this is a fairly straightforward application for a new premises licence for the sale of alcohol on the premises. The hours applied for were Monday to Sunday 11am to 11pm.
The applicant's representative, Mr Green, addressed the committee to explain that he had met with local residents to discuss their concerns about the application.
subsequent to that meeting, we agreed a number of steps. The first and probably most significant one is that we would reduce the terminal hour on the application from 11pm to 10pm.
The committee then heard from Ms Evans, a local resident, who objected to the application.
Our main concern is about noise coming from people drinking outside the premises.
After some deliberation, the committee voted to approve the application. Councillor Watts explained the committee's reasoning:
The Committee considered very carefully the representations made by Ms Evans [and] took into account the steps the applicant had taken to address the concerns of local residents.

Next, the committee discussed an application for a variation to the licence for 216 St Paul's Road
Mr Patel, the applicant, addressed the committee to explain the nature of his application:
We're just adding recorded music indoors only, Monday to Sunday from 10am to 11pm
Councillor Watts sought clarification:
So, there's no change to the hours, just the addition of recorded music indoors.
Mr Patel confirmed this was the case.
The committee then voted to approve the application.
Rush Cocktails
Finally, the committee considered a report on an application for a variation to the licence for Rush Cocktails at 189 Upper Street, N1 1RQ.
The committee heard from Ms Begum, a Licensing Enforcement Officer, who explained that the applicant had requested an adjournment:
This application was due to be heard on 21 June but was adjourned because of ongoing mediation between the applicant and the police. We received a further request from the applicant's solicitor this morning to adjourn the hearing.
Councillor Watts moved that the committee agree to the applicant's request.
I think it's in everybody's interest for these issues to be resolved through mediation if possible.
The committee agreed to adjourn the application to a later date.
