The Dreamery Ice Cream shop applied for a new premises licence to sell alcohol for consumption on and off the premises from 9am to 9.30pm, seven days a week, with slightly extended hours on New Years Eve.
The application described the premises as:
an ice cream shop, with a small selection of alcohol for consumption on and off the premises
The application was supported by a document that described how the applicant would address the licensing objectives. The applicant also wrote to residents to explain the nature of their application. Two residents wrote to the council to object to the application.
One resident expressed concern about the potential for noise, rubbish and anti-social behaviour from patrons, based on a previous business at the same location. They were also concerned about the health implications of selling ice-cream, and the practicalities of putting on plays in the venue.
The other resident was concerned about:
The sale of alcohol on and off premises in a residential area up to and including 21.30
They felt that the sale of alcohol was unnecessary in view of the applicant's other business, the Goodbye Horses wine bar on Elizabeth Avenue, and could lead to noise, litter, and danger to children. They were also concerned about the impact on traffic of deliveries to the business.
In response, the applicant wrote to the residents to assure them that:
The Dreamery is an ice cream shop. It is meant to be a joyful place, somewhere nostalgic, bright and colourful - a place for dreaming!
They explained that they will be making ice cream on the premises, and want to offer
a glass of wine alongside our dreamy ice cream-filled coupes
They assured residents that they would be:

The minutes of that meeting stated that an application for a variation to the premises licence for Quality Wines at 88-90 Farringdon Road, had been withdrawn. The minutes did not record any reason for the withdrawal.
