The Licensing Sub-Committee C of Islington Council met on 21 January 2025 and refused one application for a variation to a premises licence and granted another. The committee also heard that an application to vary another licence had been deferred.
Bursa Kebap Evi, 341-342 Upper Street, N1 0PB
An application had been made by Bke Angel Ltd for a variation to their premises licence for Bursa Kebap Evi, 341-342 Upper Street. The variation requested later opening hours from Sunday to Wednesday from midnight to 2am the following day, and from Thursday to Saturday from midnight to 4am the following day. The variation also requested permission to sell alcohol from 11am until 2am each day, and to serve late night refreshment from a hatch onto Upper Street between 2am and 4am.
Both the Metropolitan Police and the Licensing Authority made representations to the committee about the application.
The Metropolitan Police objected to the application on the grounds that it would increase crime and disorder in the area, and that they did not believe that the licence holder's proposals for extra security after 1am would mitigate the risk.
The Licensing Authority objected to the application on the grounds that it would increase public nuisance in the area, and that there was insufficient information in the operating schedule about how the premises would be managed during the later operating hours.
Councillor Martin Klute1 and two local residents also spoke at the meeting in opposition to the application. They were all concerned that the later opening hours would lead to an increase in noise, anti-social behaviour and litter in the area.
The applicant’s representative withdrew the request for later opening hours from Thursday to Saturday during the meeting, stating that they now wanted the premises to open until 2am every day. They withdrew the request to serve late night refreshment from the hatch onto Upper Street, and stated that they wanted to operate as a seated restaurant.
The Sub-Committee refused the application for the variation to the licence, concluding that the applicant had not demonstrated that they were an exception to the cumulative impact policy.2
They also highlighted that the applicant had previously been operating without a Designated Premises Supervisor (DPS)3 for nine months, had traded outside the hours permitted by their licence and that the layout of the premises had been changed without permission.
Il Bacio, 2 Ferntower Road, London, N5 2JG
An application for a new premises licence had been made by Salvatore Loddo for Il Bacio, 2 Ferntower Road.
The application requested permission to sell alcohol for consumption on the premises from 11am to 11pm, Monday to Sunday, and for the premises to be open to the public from 11am to 11pm, Monday to Sunday.
Representations had been received from the Metropolitan Police and the Council’s Noise Service, but both representations had been withdrawn after the applicant agreed to incorporate their recommended conditions into the operating schedule.
Two representations were also received from local residents, but neither resident attended the meeting.
Mr Loddo attended the meeting and stated that he had 25 years of experience running hospitality businesses without problems. He described Il Bacio as an Italian restaurant that would mainly sell alcohol with food, and that he would use Uber Eats and Deliveroo for deliveries, which would mainly be made by electric bikes.
The sub-committee granted the application for the new licence. They noted that the hours requested were within Islington Council's framework hours, and that the applicant had agreed to incorporate conditions recommended by the Metropolitan Police and the Noise Service into their operating schedule.
