This meeting was scheduled to discuss two applications for new premises licences.
New Premises Licence - Shahs Halal Food, 255 Seven Sisters Road
This application was for a new premises licence for the sale of late night refreshment at Shahs Halal Food. The applicant sought permission to provide late night refreshment for delivery only from 11pm to 2am Sundays to Mondays, 11pm to 3am on Fridays and Saturdays, and until 5am for both on and off the premises on 1st January. They also requested permission for the premises to be open to the public from 11am to 11pm Mondays to Sundays.
The Licensing Authority and Community Safety submitted representations regarding the application. They raised concerns about potential anti-social behaviour, particularly from delivery drivers, given the restaurant's location in the Holloway and Finsbury Park Cumulative Impact Area. They suggested conditions to mitigate these concerns, including restrictions on alcohol sales, parking arrangements for delivery drivers, and the employment of SIA registered door staff during late-night hours.
New Premises Licence - Abi Wines, 365 St John Street
This report was about an application for a new premises licence for Abi Wines for the sale of alcohol for consumption on and off the premises. The applicant proposed to operate as a wine bar offering wine tastings. The off-sales aspect of the application was intended to allow customers to purchase bottles to take home.
Eight resident representations were submitted expressing concerns about the potential for noise and disruption.
This is a residential section of St John St, with only 2 businesses on that side of the road - a dress shop (seeking the licence) and a beauty parlour.

The Metropolitan Police and Islington Council's Pollution Team initially submitted representations but withdrew them after the applicant agreed to incorporate their recommendations into the operating schedule.
