The Licensing Sub Committee D is scheduled to convene to consider three licensing applications. The councillors will consider a new premises licence for Present Tense, and two premises licence variations for Shell Service Stations on Upper Street and Old Street. The meeting will be held at the Town Hall, Upper Street.
Shell Upper Street
The sub-committee is scheduled to consider an application from Shell UK Oil Products Limited to vary the premises licence for Shell Upper Street, 276 Upper Street. Currently, the premises licence allows the sale of alcohol until 23:00, and the provision of late night refreshment between 23:00 and 05:00. The applicant is seeking to extend the terminal hour for the sale of alcohol to 24 hours a day, 7 days a week.
According to the Public Reports Pack, the Licensing Authority has submitted a representation citing concerns about public nuisance, and the prevention of crime and disorder. The report notes that the premises is located within the Angel and Upper Street Cumulative Impact Area1, and that the applicant has not demonstrated that the application will not add to the cumulative impact.
The Licensing Authority (LA) therefore expects the applicant to consider LP's 2 & 3 and tailor their application accordingly. The applicant has made no reference to the CIA and has provided no supporting information that could support an exemption to this policy.
Report - Shell Upper Street
The Licensing Authority also notes that the proposed terminal hour for the sale of alcohol is well in excess of the suggested hours for a retail off licence type business, and that the operating schedule does not include any additional measures or controls specific to the extended hours being sought.
The sub-committee has also received 10 letters of representation from local residents, who raise concerns about potential noise disturbances and other nuisances, and the impact on crime.
Shell Old Street
The sub-committee is scheduled to consider an application from Shell UK Oil Products Limited to vary the premises licence for Shell Old Street, 198-208 Old Street. As with the Upper Street application, the applicant is seeking to extend the terminal hour for the sale of alcohol to 24 hours a day, 7 days a week.
According to the Public Reports Pack, the Licensing Authority has submitted a representation citing concerns about public nuisance, and the prevention of crime and disorder. The report notes that the premises is located within the Bunhill Cumulative Impact Area, and that the applicant has not demonstrated that the application will not add to the cumulative impact.
The sub-committee has also received a letter of representation from a local resident, raising concerns about potential noise and disturbance.
Present Tense, 4 Ferntower Road
The sub-committee is scheduled to consider an application for a new premises licence for Present Tense, 4 Ferntower Road, London N5 2JG. The applicant is seeking to allow the sale of alcohol on and off the premises, Monday to Thursday from 17:00 to 22:00, Friday and Saturday from 12:00 to 22:00, and Sunday from 12:00 to 20:00. They also want to be able to open the premises Monday to Thursday from 17:00 to 22:30, Friday and Saturday from 12:00 to 22:30, and Sunday from 12:00 to 20:30.
According to the Public Reports Pack, the sub-committee has received one representation from a local resident, raising concerns about potential public nuisance. The resident states that the premises has previously held several events involving the distribution of alcohol, and that there were many large groups of young people gathering around the premises, with high noise levels continuing past midnight. They add that there appeared to be no noise control measures or crowd management in place, and that people did not remain within or near the licensed area.
