Purpose

In July 2025 the Cumbria Joint
Executive Committee (JEC) was briefed about the potential to work
with Oxfordshire County Council (OCC) on the design of a proposed
public sector mobile data and improvement programme, thereby
gaining access to the developed programme without committing to the
full expense of procurement. At that time the programme was
referred to as a “Mobile Digital Twin” but is now
called the “Digital Places for Cumbria”
programme.
 
Based upon the paper presented
in July, JEC approved the following recommendations:
 
1.1.1.    
Approve Cumberland Council taking on the role of
Accountable Body for Cumbria’s involvement in the Mobile
Digital Twin programme and
 
1.1.2.    
Delegate authority to the Cumberland Council
Director of Place and Economy, in consultation with Westmorland and
Furness Director of Thriving Places, to finalise and enter into a
Memorandum of Understanding with Oxfordshire County Council to
develop the Mobile Digital Twin programme.
 
1.1.3.    
Delegate authority to the Cumberland Council
Director of Place and Economy, in consultation with Westmorland and
Furness Director of Thriving Places, to utilise up to £1,000,000 of
Connecting Cumbria Gainshare funding to support the Mobile Digital
Twin programme and undertake a limited number of mobile improvement
pilot schemes in Cumbria. 
 
Approval from the Cumberland
Council Director of Place and Economy, in consultation with
Westmorland and Furness Director of Thriving Places, is now sought
to enter into a Programme Agreement (which replaces the previously
anticipated Memorandum of Understanding instrument but contains
substantially similar terms) with Oxfordshire County Council
further to above delegated authority. The value of this decision is
at least £500,000 and so is considered a key
decision.
