About
Council, or Full Council as it is often referred to, is the highest decision-making body of elected members. Certain powers legally cannot be undertaken by any body other than Council e.g. setting the Council Tax, other powers remain with Council but are not required to legally but are a matter of local choice eg. Granting the Freedom of Dumfries and Galloway. Essentially any power not delegated by Council to Committees or Officers remains with Council.
