The Full Council is a meeting of all 39 councillors. The Full Council:
· Meets about 6 times a year.
· Decides the policy framework and sets the budget each year.
· Elects one of its 39 members to be the Leader of the Council.
· Elects one of its 39 members to be the Chairman of the Council.
· Agrees the Council Constitution. The Terms of Reference for Full Council can be found in the Council Constitution.
