Purpose

This report seeks to obtain approval for a Local Lettings Policy (LLP) for allocating new social rent homes at Rosemary Heights (on a site formally known as Roman Rise), adjacent to the Central Hill Estate. The development, completed in February 2025, consists of 31 social rent homes. The LLP seeks to prioritise existing secure tenants living on Central Hill Estate when allocating these new homes

The Council will retain 100% nomination rights for these new homes; this LLP will be implemented through the nominations agreement the Council has with Homes for Lambeth (HfL) Ltd.

The homes will be let by Homes for Lambeth on assured lifetime tenancies.

The report also notes the results of the resident consultation where 75% of households surveyed were in support of the Council’s proposal to allocate the new homes in line with the proposed LLP.

Decision

1. To approve the local lettings policy attached to this report with immediate effect which identifies and prioritises nominees to the new affordable homes for social rent at Rosemary Heights.
