City Plans Panel is authorised to discharge or delegate all Council (non-executive) functions relating to the Town and Country Planning and Development Management in respect of the following types of applications:   •   proposals within the City Centre;   •  proposals that (in the opinion of the Chief Planning Officer) are:-   o  of major strategic significance;   o   non residential schemes involving proposed floor space of 10,000 square metres (gross) or more and residential schemes of 300 or more dwellings which should be considered within a wider strategic context;   o   proposals that are eligible for significant , time limited public funds (including PFI schemes);   o   proposals that are contrary to adopted policy which are being brought forward for approval and could have significant strategic implications for other proposals in the city; or   o   proposals for significant and strategic infrastructure provision   Security Notice   As the result of a security review regarding Full Council and Committee meetings, there will be an increased security presence at Leeds Civic Hall.   As a condition of entry to Full Council and Committee meetings in Civic Hall, bag searches and the use of metal detector wands will be taking place. We may also ask visitors to the meeting to remove coats and jackets for searching.   We will also require any banners and signs to be left outside of the viewing gallery / meeting room – there will be a designated place to store these by reception.   Thank you for your understanding
